Preliminary Planned Residential Development <br />Planning Commission Report; 5-21-19 <br /> <br /> <br />Page 37 <br />Traffic: A complete traffic study was completed by Spack Consulting, and is included as an <br />appendixes of the Environmental Assessment Worksheet attached to this report. The <br />executive summary of the study is as follows: <br /> <br />Background: <br />A residential development is proposed to be located on the northeast and southeast corner of the <br />8th Avenue/Old Highway 8 intersection in New Brighton, Minnesota. The purpose of this study is to <br />determine the traffic impacts associated with the build out of the proposed development on the <br />study roads and intersections where significant impact is anticipated. Mitigation measures will be <br />analyzed and recommended if traffic operations are expected to be below traffic engineering <br />standards. It should be noted minor impacts are expected on corridors not analyzed in this study and <br />improvements along those corridors may be needed in the future to accommodate incremental traffic <br />growth from this and other area developments. <br /> <br />Results: <br />The principal findings of this study are: <br /> The proposed development is expected to generate 1,980 new trips during an average weekday, <br />121 new trips during the a.m. peak hour and 150 new trips during the p.m. peak hour. <br /> All the study intersections and corridors will operate acceptably throughout the study scenarios <br />except for Old Highway 8/8th Avenue in the Build scenarios. <br /> <br />Recommendations: <br />The following items are recommended based on the analyses contained in this study: <br /> Add a southwest bound left turn lane on Old Highway 8 at 8th Avenue. <br /> Implement a traffic control change at Old Highway 8/8th Avenue with either a ¾ intersection <br />or a traffic signal. <br /> If a traffic signal is not installed at Old Highway 8/8th Avenue, install a crosswalk with flashing <br />pedestrian beacons across Old Highway 8. <br /> Install stop signs at both egresses from the site. <br /> Not add a crosswalk on Old Highway 8 near the bridge over the railroad. <br /> <br />This study is based upon a concept development plan dated February 28, 2019. Assuming the <br />general characteristics of the proposed development remain approximately the same as <br />documented, minor changes in the final design are not expected to alter the results or <br />recommendations of this study. <br /> <br /> <br /> <br /> <br />
