Preliminary Planned Residential Development <br />Planning Commission Report; 5-21-19 <br /> <br /> <br />Page 36 <br />(cont.) Proposed land uses are consistent with the City’s new comprehensive plan, and <br />the proposed perimeter buffers are sufficient to ensure compatibility of adjacent <br />land uses. <br /> Infrastructure needs (water, sewer, storm sewer, streets, etc) are readily available <br />to the property. <br /> A geotechnical study and Phase I Environmental Site Assessment did not identify <br />any soil related issues suggesting the project cannot proceed. <br /> There should be no issues in regards to managing either storm water or waste water <br />from this development according to the EAW. <br /> While there have been previous dirty land uses in and around this area in the past, <br />all research and initial study did not identify anything that could not be overcome <br />by the standard development process and permitting requirements. <br /> Rare or endangered plants and animals in the area were limited to the Blanding’s <br />Turtle and the Rusty Patched Bumble Bee. Potential impacts to either species can <br />be mitigated via proper development techniques commonly used on these types of <br />projects. <br /> No historic structures will be impacted by the proposed development. <br /> No scenic views or vistas will be impacted by the proposed development. <br /> Noise, dust, or other nuisance issues are not anticipated. <br /> A full traffic study was completed for the EAW, the findings of which are <br />summarized under the report heading of “traffic” on the following page. <br /> Proposed parking is slightly less than what is required in a standard R-3B <br />residential district, and the proposers will be seeking flexibility through the PRD <br />process. <br /> The EAW was released for agency and public review on 4/15/19, and the public <br />comment period therefore ran through 5/15/19. Comments specific to this document <br />will be addressed as part of the determination as to whether an Environmental Impact <br />Statement is needed. <br /> <br />Wetlands: There are no wetlands on this site. <br /> <br />Shoreland <br />District: <br /> The subject property is not in the shoreland district. <br />
