Preliminary Planned Residential Development <br />Planning Commission Report; 5-21-19 <br /> <br /> <br />Page 35 <br />Sidewalks:  Sidewalks as proposed appear to be acceptable with adjustments as requested by the <br />City Engineer. <br /> Staff is presently working with the adjacent railroad seeking authorization to include <br />a trail from this area up to 10th Street to accommodate an off-street bike/ped route to <br />the nearby Community Center. <br /> <br />Landscaping / <br />Fencing: <br /> The City Forester is recommending the following changes to the proposed <br />landscaping plan: <br />a) The Black Hills Spruce should be replaced with Meyer Spruce <br /> Metal cages and/or burlap shall be removed from all tree root masses prior to <br />planting throughout the development. <br /> A new fence will be installed to provide separation of the proposed park area from <br />the adjacent roadways. Height, materials, and design of the fence shall be <br />coordinated with and approved by the New Brighton Parks Department prior to <br />installation. <br /> All proposed retaining walls on the property of the development shall be located <br />outside of the right-of-way. <br /> New fence must be constructed along the future property line between the <br />Workforce building and the Public Works property; <br /> <br />Garbage <br />Enclosures: <br /> The proposed garbage and recycling areas for the multi -family buildings will be <br />adjacent to the garage entry points of each building. <br /> All trash and recycling enclosures must be constructed of sturdy, opaque materials <br />(with trash and recycling receptacles screened from view) that are in harmony with <br />architecture and materials of the main building. <br /> <br />Monuments:  Reference monuments shall be placed in the subdivision as required by state law. <br />ENVIRONMENTAL & OTHER NEIGHBORHOOD IMPACTS: <br />Environmental <br />Impacts: <br /> <br /> <br /> <br /> <br /> As part of this development, a mandatory Environmental Assessment Worksheet was <br />prepared as the combination of attached units and townhome units exceeded the <br />threshold for such established by State Statute.
