No complaints about visual <br />impacts have been received for this property, and any minor existing gaps in <br />screening (e.g. aerial photos suggest the yard may be visible from the water in <br />the northern most bay of Rush Lake) will not see impacts as a result of the <br />proposed changes (i.e. the view as permitted today will not look different than <br />the view permitted under the SUP amendment). All drainage matters are <br />addressed in the Engineering memo. <br />E. Maximum pile height shall be determined at the time of Special Use Permit <br />consideration. Site characteristics, including adjacent and nearby sites, will <br />be considered to ensure compliance with letter D above. <br />Staff Comment: Existing restrictions on pile height are proposed to continue <br />in the new rubble pile location. These restrictions, coupled with the <br />previously-approved sound mitigation wall height which will also be <br />continued, have successfully addressed sound problems on the site since 2015. <br />F. No more than 37% of the available pile storage area may be utilized for <br />piles. The available pile storage area shall be specified as part of the special <br />use permit process. The piles stored in the pile storage area shall consist of <br />processed and unprocessed piled soils, concrete, and aggregate only. No <br />more than 15% of the pile storage area shall be occupied by unprocessed <br />rubble. <br />Staff Comment: Existing pile storage limits will continue to be in place. The <br />overall storage area for rubble will continue to be 4 acres in size as no change, <br />other than location, is proposed. <br />G. The site must have access to a street with a classification of minor arterial <br />or greater either directly, or by private road, or by a street serving only <br />industrial properties. Truck routes to and from the site within the municipal <br />boundary shall not include use of any street with a classification less than <br />minor arterial. <br />Staff Comment: The site has (and will continue to have) access to Old <br />Highway 8 via a private shared roadway along the northern property line. <br />H. Dirt and/or aggregate are not deposited onto a public roadway. <br />Staff Comment: The applicant shall continue to be responsible for keeping <br />the public ROW clean of tracked dirt or other materials from their site. <br /> <br /> <br /> <br />
