SUP Amendment and Site Plan Review; Murlowski Properties Inc. <br />Planning Commission Report; 7-16-19 <br /> <br /> <br />Page 10 <br />(cont.) I. Other conditions identified by the City Council. <br />Staff Comment: The proposed SUP amendment does not propose to eliminate <br />any previous conditions of approval other than the rubble pile storage area. <br />All other existing conditions of the SUP will continue to be in effect. <br /> <br />Additional <br />Information: <br /> None <br /> <br />Engineering <br />Review: <br /> The Engineering review memo dated 7/12/19 is attached to this report. <br /> <br />Public <br />Comment: <br /> David Fox, representative of Fedtech (business located to the north of the subject <br />property in Mounds View) expressed concern about the “relentless dust from their <br />crushing process and odor from the yard-waste storage they do on the property. If a <br />wall extension and relocation of the rubble pile will help those then we are all for <br />it.” In a follow up email, he also expressed concern that stormwater be properly <br />handled and that it not affect surrounding properties. <br />Staff Comment: <br /> Dust control from the rubble pile, in relation to Fedtech, will be improved by <br />the sheer fact that distance will be increasing between the use and the business. <br />Whether further mitigation measures are needed beyond distance is left to the <br />Planning Commission to discuss and debate. It should be noted that both this <br />property and the Fedtech property in Mounds View are both guided for Light <br />Industrial uses, so a certain level of impact is anticipated for any use in these <br />areas (i.e. if you choose to live next to an airport, it’s not reasonable to complain <br />about airplane noise). As noted earlier in the report, there have been no formal <br />complaints about noise, dust, or odors from this property under the currently <br />approved SUPs, so staff feels comfortable that existing conditions have been <br />effective. <br /> Stormwater matters have been fully reviewed by Engineering staff, and <br />recommended conditions of approval address all concerns. <br /> <br /> <br />Conclusion: <br /> The application is requesting a SUP amendment to authorize relocation of the <br />currently allowed rubble pile <br />Staff Recommendation: Per the analysis outlined in the report, staff is <br />recommending APPROVAL with conditions
