If any one of the criteria cannot be met, the matter could be <br />rectified by utilizing brick, stone, tilt-up slabs, architectural metal panels, <br />decorative block, or the equivalent in the construction of the new building. <br /> <br />SUP Standards <br />Review: <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />Issuance of an SUP requires an analysis of the proposed use against the specific review <br />criteria established in code. Staff has reviewed the City’s criteria for special use <br />permits, and we offer the following analysis for consideration: <br /> <br />General review Criteria (Section 8-130): <br />1. That the establishment, maintenance, or operation of the special use will not be <br />detrimental to or endanger the public health, safety, morals, comfort or general <br />welfare. <br />Staff Comment: Public works operates 24/7, 365 days a year providing service to <br />the City’s residents. Materials being stored in the salt shed are essential for winter <br />road maintenance, so maintaining the facilities is also essential for protecting <br />public safety. Criteria met. <br />2. That the special use will not be injurious to the use and enjoyment of other <br />property in the immediate vicinity for the purposes already permitted, nor <br />substantially diminish and impair property values within the neighborhood. <br />Staff Comment: The new salt shed location will go largely unnoticed by <br />surrounding properties, and any existing visual impacts will be lessened by this <br />new location. Because the proposal is simply relocating an existing shed as <br />opposed to constructing a new one, it is reasonable to conclude that it will have no <br />impact on surrounding property values. Criteria met. <br />3. That the establishment of the special use will not impede the normal and orderly <br />development and improvement of the surrounding property for uses permitted in <br />the district. <br />Staff Comment: The proposed new salt shed location will not have any impact on <br />the development or use of surrounding lands. Criteria met. <br /> <br />4. That adequate utilities, access roads, drainage and/or necessary facilities have <br />been or are being provided. <br />Staff Comment: No engineering issues were identified that would preclude the <br />proposed salt shed relocation. Criteria met. <br /> <br />
