SUP Review: Zahl Petrolicum <br />Planning Commission Report; 9-17-19 <br /> <br /> <br />Page 4 <br />Site Review <br />In General: One new warehouse building (50’ x 78’) is proposed for the site, so a review of the <br />proposed site plan is required. <br /> <br />Existing <br />Conditions: <br /> Aerial photos for <br />the past decade <br />show the land has <br />largely been vacant <br />and unused. The <br />photo shown here <br />is from 2011. <br />More recent photos <br />are very similar <br />with a few more <br />vehicles being <br />parked on-site. <br /> There is an existing <br />building in the NE <br />corner of the <br />property that is bisected by municipal boundary lines of Arden Hills and New <br />Brighton. The applicants propose to remove this building as part of the site <br />redevelopment. <br /> The property line to the north includes a rise in elevation to the railroad tracks as <br />well as tree cover on both sides of the tracks. <br /> The northern property line sees a significant grade change up to 3rd Avenue SE as <br />well as tree cover. <br /> The southern boundary line is largely undefined as the dirt/gravel area of the two <br />adjacent lots blends together. <br /> Existing data suggests that an unused alleyway nearly bisects this lot whereas 2008 <br />documentation for the previously approved use indicates the alley was vacated at <br />some point in the past. We address this issue under the review of “lot access” on <br />page 7. <br /> <br />Proposed Site <br />Plan Updates: <br /> <br /> <br /> <br /> <br /> A large concern on a site proposing outdoor parking and storage is to ensure there <br />are adequate drive aisles for emergency vehicles at all times in and around <br />proposed storage areas and parking, and that adequate turn radii exist for the <br />various large vehicles that could access the site.
