SUP Review: Zahl Petrolicum <br />Planning Commission Report; 9-17-19 <br /> <br /> <br />Page 10 <br />(cont.)  Overall, the site plan currently proposes 14 parking spaces for trailers of different <br />sizes, 9 miscellaneous equipment parking spaces, and 5 spaces for small vehicles <br />in addition to the 12 employee parking spaces. <br /> The site has ample room for employee parking, so staff is not concerned that the <br />use will be under-parked now or in the future. If need be, spaces currently <br />reserved for equipment, trailers, or small vehicles shall be designated as employee <br />parking if work shifts or the employment ratio on-site dictates that more employee <br />parking is necessary. <br /> Employees and equipment shall not be parked on-street in adjacent areas, and the <br />site shall remain self-sufficient with parking throughout the life of the SUP and site <br />plan authorization. <br /> Regarding traffic, the applicant describes the use as follows: <br />The 12 to 14 employees will start there in the am. They will be there about one <br />hour. They will then leave and come back at days end (anytime from 4 to 5 PM), <br />then go home for the day. On any given day there will be one employee on site <br />during the day. During the months of January through March, we could have up <br />to 4 employees there during the day. <br />Given the above, staff is not concerned about traffic generated by this use. <br /> <br />Sidewalks & <br />Trails: <br /> There are no sidewalks in this area nor are any planned. Given the high-level of <br />industrial uses in this portion of town, we are not recommending promotion of <br />pedestrian or bicycle use unless located on off-road trails. <br /> <br />Development <br />Phasing: <br /> Development of the site will occur in roughly two phases if the special use permit <br />and site plan are approved: <br />− Phase I will include construction of the proposed building and use of the yard <br />in its current dirt/gravel condition. The applicant shall be responsible for <br />street sweeping all dirt, mud, and/or debris tracked into the public right-of- <br />way from the site. <br />− Phase II will include paving and curbing of the lot at some point before the <br />end of 2022. Future paving, curbing, drainage plans, and drainage <br />calculations shall be submitted for review and approval prior to the work <br />being completed. <br /> <br /> <br /> <br /> <br />
