SUP Review: Zahl Petrolicum <br />Planning Commission Report; 9-17-19 <br /> <br /> <br />Page 9 <br />Fire/Safety: <br /> <br /> Public safety fully reviewed the initial plans and expressed potential concern about <br />access and turning movements for its large vehicles should the applicant not park <br />vehicles and store containers in an organized and pre-designed manner. In <br />response to this concern, the applicant’s submitted a revised site plan shown on <br />page 5. Staff is now comfortable that emergency access turning movements will <br />not be an issue. <br /> The applicants shall equip their facility with a fire box approved by the fire <br />marshal mounted a location approved by the fire marshal. <br /> Once the site is eventually paved and curbed as noted in the Development Phasing <br />section of the report on page 10, such paving/curbing will need to accommodate <br />turning radii from New Brighton Road for large vehicles and semi-trailers. Final <br />design shall be subject to approval by DCAD. <br /> Following paving of the lot, the applicants shall also stripe all approved parking <br />and storage areas to protect the integrity of emergency access drive aisles. <br /> <br />Hours of <br />Operations: <br /> 6 a.m. to 6 p.m. – mainly Monday through Friday. Per the applicant: “Zahl will <br />occasionally work Saturdays, but that work would be performed out in the field not <br />on site. There would be minimal traffic that would enter and leave the property. No <br />Sundays, no holidays.” <br /> Per the applicant: “Morning, vehicles will leave the site (about 12). They will <br />return around 4:30 PM that same day. Many of the larger vehicles and trailers <br />will be gone most of the time as we move them form job site to job site not <br />returning to our property. Winter months they will be more of them on the <br />property as business slows down.” <br /> <br />Parking & <br />Traffic: <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> Warehousing requires either one parking space per 1000 square feet of floor space <br />OR two spaces for every three employees (whichever is greater). <br />− The 3900 square foot building would require 3 parking spaces. <br />− At most, 14 employees will be working out of the site in the a.m. for one-hour <br />requiring 8 spaces at a minimum (14 / 3 = 4 * 2 = 8). <br />The 12 proposed employee parking spaces on the plan will be sufficient. Note that <br />these spaces are technically located in the City of Arden Hills. As a condition of <br />approval, the applicant’s must obtain, if necessary, approval for these parking <br />spaces from our neighboring jurisdiction. Furthermore, if Arden Hills ever <br />revokes such authorization, the applicant must immediately identify 8 new <br />employee parking spaces on the NB site (or more if the employment ratio in the <br />future demands additional spaces). Failure to do so shall be grounds for revocation <br />of the SUP.
