SUP Review: Zahl Petrolicum <br />Planning Commission Report; 9-17-19 <br /> <br /> <br />Page 12 <br />(cont.) Staff Comment: The outside appearance of the use, provided the site plan is <br />followed and all zoning standards are met, will be similar to other outdoor storage <br />uses in the City’s light industrial districts, and should not have impact (physically <br />or financially) on surrounding properties. Criteria met. <br /> <br />3. That the establishment of the special use will not impede the normal and orderly <br />development and improvement of the surrounding property for uses permitted in <br />the district. <br />Applicant Comment: The proposed use of this property is consistent with the surrounding <br />properties which include railroad to the north, a crematorium and distribution center to the <br />west, and a mixed office/apartment to the south. <br />Staff Comment: The proposed new outdoor storage use on this property will not <br />have any impact on the development or use of surrounding lands. Criteria met. <br />4. That adequate utilities, access roads, drainage and/or necessary facilities have <br />been or are being provided. <br />Applicant Comment: The new building will not change the drainage and there is no proposed <br />change to any of the lot’s surfaces to affect infiltration. Sewer, water and electrical are all <br />accessible for use. The current property access from New Brighton Road will be utilized to <br />eliminate any traffic impact on the surrounding neighborhood as well as accommodate <br />emergency service access. [sic]. <br />Staff Comment: No engineering issues were identified that would preclude the <br />proposed development; however, all comments in the engineering memo dated 9- <br />11-19 will need to be addressed as a condition of any approval. Criteria met <br />with conditions. <br />5. That the special use shall in all other respects conform to the applicable <br />regulations of the district in which it is located. <br />Applicant Comment: The proposed use is consistent with local regulations. <br />Staff Comment: The plans as drawn up appear to meet all other requirements of <br />the I-1 zoning district. Criteria met. <br /> <br />Additional <br />Information: <br /> Staff at Arden Hills was provided the proposed plan sets for review and comment. <br />Their main concerns centered on ensuring there would be no impacts to their <br />residents to the NW of the property, and the level of traffic that might be coming to <br />and from this facility. <br />The 12’ high railroad berm between this site and the Arden Hills homes will largely <br />screen this use from view, and the limited traffic proposed at AM and PM peak hours <br />will not create unique impacts to the area.
