Special Use Permit – Sunnyside Elementary <br />Planning Commission Report; 10-15-19 <br /> <br /> <br />Page 7 <br />Lighting:  Eleven (11) new lighting fixtures will be added to the site as a result of the <br />proposed additions. All lighting shall be down-directional. <br /> The provided lighting plan shows the proposed lighting will conform with code <br />requirements for illumination at the exterior property lines (max allowed is 0.4, <br />and the max shown is 0.4). <br /> Ample lighting is provided along all walkways internal to the site. <br /> Lighting is not to shine directly into the public right-of-way or onto any residential <br />use. As a condition of the SUP, the applicant shall be required to correct any <br />lighting problems that are identified following construction. <br /> <br />Signage  If the project budget allows, new metal lettering will be placed on the front of the <br />school which would be acceptable. <br /> <br />Parking & <br />Traffic: <br /> As a condition of approval, Engineering comments in the 10/10/19 Engineering <br />Memo (attached) shall be addressed. <br /> The main engineering highlight on parking and traffic requirements is that a permit <br />being needed for any work adjacent to County Road H. <br /> The bus parking area will now be accessed via Rainbow Lane rather than Sunnyside <br />Terrace, but bus traffic to and from the school in the mornings and evenings will <br />not change. <br /> <br />Sidewalks & <br />Trails: <br /> As a condition of approval, Engineering comments in the 10/10/19 Engineering <br />Memo (attached) shall be addressed. <br /> The main highlight on sidewalk engineering concerns is the need to identify a <br />handicap route to the play area with ramps. <br /> A new sidewalk will provide connections between the reconfigured bus drop off, <br />the existing southern school entry point, and a new entry point off the westerly <br />addition. <br /> <br />Development <br />Phasing: <br /> Construction is expected to begin in the spring of 2020, with completion <br />anticipated by fall of 2020. <br /> <br /> <br />Special Use Permit Review <br />In General:  The need for a Special Use Permit is triggered by the specific use of “school” <br />within the R-1 District. Any future additions or site plan changes would also need <br />to go through this process for approval prior to being implemented.
