Final Planned Residential Development <br />Planning Commission Report; 11-19-19 <br /> <br /> <br />Page 3 <br />General Findings <br />Site Data: Land Area = 8.02 acres <br /> Existing Use – vacant land/buildings & underutilized land <br /> Existing Zoning – conditionally zoned R-3B (Ord 866) <br /> Property Identification Numbers (PIDs): 29-30-23-13-0022, 29-30-23-13-0023, <br />29-30-23-13-0024, and 29-30-23-13-0222 <br /> <br />Comp Plan <br />Update: <br /> The new 2040 Comprehensive Plan guides this property for “Mixed Use <br />Neighborhood Node.” This new land use designation will ultimately require a new <br />zoning district to accommodate a mix of uses including high density residential at <br />densities between 8 and 40 units per acre. Preliminary PRD approval determined <br />the proposed plan was in-line with general comp plan guidance and overall goals of <br />the City. <br /> The new Comprehensive Plan was approved by the Metropolitan Council on July <br />10th, 2019, and was subsequently put into effect by the City Council on July 23rd, <br />2019. <br /> <br />Notable Code <br />Definitions: <br /> SUBDIVISION. A parcel of land divided into smaller parts such as blocks or lots, <br />or a tract of land which is re-divided after the first division. <br /> DWELLING, MULTIPLE-FAMILY. A building or portion thereof containing <br />three or more dwelling units. <br /> <br />Primary <br />Applicable <br />Codes: <br /> Zoning Chapter 7, Article 1, Section 7-090 Planning Commission Final Plan <br />Review <br /> Indicates that the Planning Commission is to review the final plans for <br />substantial compliance to preliminary approval. <br /> No public hearing is required. <br /> Commission may recommend any further conditions deemed necessary to <br />protect the health, safety, morals, and general welfare of the community. <br /> City Code Chapter 26, Article 3, Final Plat. <br />Identifies the rules for final platting of lands. <br /> City Code Chapter 26, Article 4, Park Land Dedication. <br />Identifies dedication requirements for parks and open spaces. <br />
