Final Planned Residential Development <br />Planning Commission Report; 11-19-19 <br /> <br /> <br />Page 4 <br />Final PRD Review <br />In General:  The Final Planned Residential Development review stage ensures that conditions <br />of Preliminary are (or will be) successfully addressed by the proposed <br />development. <br /> <br />PRD Plans & <br />Final Plat <br />Review: <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> Preliminary PRD approval grants the right for a developer to move forward with a <br />project provided the final plans are in “substantial compliance” with preliminary <br />approval. By code, the Planning Commission is asked to specifically examine the <br />following to determine substantial compliance: <br />o Have the final plans increased residential density? <br />No. The proposed density matches the preliminary approval. <br />o Have the final plans increased nonresidential floor area? <br />No. There are no commercial or industrial uses proposed as part of the final <br />plans. <br />o Have the final plans decreased the area of open space or changed design such <br />that public areas will no longer function as intended? <br />No. Open space and park spaces are consistent with the preliminary approval. <br />o Have the final plans adhered to conditions placed on the Preliminary plans? <br />Yes. With conditions, staff finds the final plans to be ready for approval at <br />this time. <br /> By code, the Planning Commission is also asked to identify all “variations or <br />modifications from Chapter 26 (Subdivision) in accordance with Zoning Sections <br />7-060(10) and 7-060(15)” <br />o Modifications or deviations from 7-060(10): open space dedications? <br />No. The proposed open spaces are substantially compliant to preliminary <br />approval. <br />o Modifications or deviations from 7-060(15): public improvements (location, <br />design, etc? <br />No. The proposed plans for public improvements (streets, sidewalks, water <br />lines, sewer lines, etc) comply with City standards and expectations. Proof of <br />parking was provided should additional parking be needed, and Dominium is <br />covering all costs to relocate City infrastructure as required. <br /> <br />Based on these criteria, staff does find the final PRD PLANS to be in <br />substantial compliance with the preliminary approval. <br /> <br /> <br />
