STAFF Memorandum <br />Ordinances to Coordinate and Update the City’s Official Future <br />Land Use and Zoning Maps <br /> <br /> <br />To: Planning Commission <br />From: Ben Gozola, Assistant Director DCAD <br />Meeting Date: 12/17/19 <br /> <br /> <br />INTRODUCTION <br />On July 23rd, 2019, the City Council placed the new 2040 Comprehensive Plan into effect by approving Resolution <br />2019-067. Approval triggered a statutorily mandated nine-month time clock for the City to review and update its <br />zoning ordinance to comply with the new Comprehensive Plan. In October, Commission and Council determined that <br />necessary changes were limited to updating the future land use map and zoning map as may be needed to bring both <br />into consistency. <br />FUTURE LAND USE MAP CHANGES <br />While the new comprehensive plan did include an updated future land use map, it became clear during this process <br />that a number of properties throughout the City currently carry the wrong designation. For example, the Landings <br />apartement building is clearly a high-density residential land use (greater than 12 units/acre), but it is currently <br />guided for low-density residential by the land use map. This ordinance will address all such problems. <br />The full listing of properties being considered for a new land use designation include: <br />1) 717 1st St SW – Surrounded by Heavy Industrial guided properties and was previously guided for heavy <br />industrial use by last Comprehensive Plan. Appears to be a simple mapping error. <br />2) 278 Old Highway 8 – Neighboring properties are all being guided for Medium Density Residential, but this <br />property is guided for Low Density Residential despite having a documented, legal-nonconforming duplex <br />on the property dating back to at least the 1980’s. Should also be guided for medium-density. <br />3) 400 & 480 Old Highway 8 – Long time commercially zoned and guided properties adjacent to single-family <br />homes that are now guided for light industrial by the new comp plan. Appears to be a simple mapping error. <br />4) Innsbruck 2nd Additon Townhomes – Despite being identical buildings, half of the townhomes in Innsbruck <br />2nd Addition are guided for high-density residential (which they are), while the other half are guided for low- <br />density residential (which they are not). This process would classify all of the townhomes correctly as high- <br />density residential.
