Planning Report <br />SUP Amendment, Site Plan Amendment, & <br />Variance Review <br /> <br /> <br />To: Planning Commission <br />From: Ben Gozola, Assistant Director DCAD <br />Meeting Date: 4-21-20 <br />Applicants: Murlowski Properties Inc. <br />Main Contact(s): Mark Murlowski <br />Location: 2200 Old Highway 8 <br />Zoning: I-1 <br /> <br /> <br />Introductory Information <br />Project: Murlowski Properties Inc. is seeking to amend previous approvals for their SUP and <br />Site Plan to allow for a potential future roadway down the chimney of the property out <br />to Old Highway 8. No changes in use are proposed. The variance is necessary as <br />technically the new roadway would not provide full frontage on one of the proposed <br />lots as required by code. <br /> <br />General <br />History: <br /> 2010: City grants approval of an SUP for aggregate recycling/crushing subject to <br />adoption of the Environmental Constraint Overlay District <br /> 2013: City approves extension for finalizing the sound mitigation berm on the <br />property given issues with the Xcel Energy easement on the property. <br /> 2014/15: City approves a final amendment to the site’s sound mitigation plan, <br />approves expansion of the site onto adjacent property, and approves a road salt <br />transfer/storage use on the site. <br /> July 2019: City authorizes plan to relocate the 4-acre rubble storage pile. <br /> November 2019: Applicants request a preliminary and final plat to clean up legal <br />descriptions. Staff recommends the applicants dedicate additional ROW along the <br />northern property line to address future access concerns. The applicants reject that <br />solution, and elect to file this application to show how a road could be <br />accommodated elsewhere on the site. <br /> <br />Request(s):  SUP and Site Plan Amendments to authorize creation of an Outlot upon which a <br />new public or private access road could be built. <br /> Variance from the frontage requirement for proposed Lot 1, Block 1.
