That the establishment, maintenance, or operations of the special use will not be <br />detrimental to or endanger the public health, safety, morals, comfort or general <br />welfare. <br />Staff Comment: Establishment of Outlot A for potential future road purposes will <br />pose no danger to public health or safety. All agencies feel confident a road could <br />be built to serve Lot 2 if needed in the future, and that is all the applicant is trying <br />to accomplish at this time. The actual alignment of any future road would be <br />determined when Lot 2 develops as part of another review process. Criteria met. <br />2. That the special use will not be injurious to the use and enjoyment of other <br />property in the immediate vicinity for the purposes already permitted, nor <br />substantially diminish and impair property values within the neighborhood. <br />Staff Comment: The proposed changes at this time pose no possible impacts to <br />the use and enjoyment of surrounding lands. Criteria met. <br />3. That the establishment of the special use will not impede the normal and orderly <br />development and improvement of the surrounding property for uses permitted in <br />the district. <br />Staff Comment: The proposed changes will have no impact on the development <br />of surrounding property. Criteria met. <br /> <br />4. That adequate utilities, access roads, drainage, and/or necessary facilities have <br />been or are being provided. <br />Staff Comment: This review was completed specifically to answer the question as <br />to whether future roadway access into Lot 2 on conforming ROW was possible. <br />As it is, we find this criteria is met. <br />5. That the special use shall in all other respects conform to the applicable <br />regulations of the district in which it is located. <br />Staff Comment: Analysis of this criteria requires us to examine other specific <br />requirements for uses on the site. As this amendment will result in no changes to <br />any of the existing uses, it cannot by its nature change have an impact on how the <br />site conforms with code. Criteria met. <br /> <br />Additional <br />Information: <br /> None <br /> <br />Engineering <br />Review: <br /> Engineering comments have been folded into this report where applicable.
