STAFF Memorandum <br />Ordinance 873: Rezone Request <br /> <br /> <br />To: City Council <br />From: Ben Gozola, Assistant Director DCAD <br />Meeting Date: 4-21-20 <br /> <br /> <br />INTRODUCTION <br />The draft 2040 Comprehensive Plan was approved by the Metropolitan Council in 2019 which initiated a nine-month <br />time clock for the City to update its zoning provisions to comply with the new plan. In the fall of 2019, the City <br />undertook an extensive effort to update zoning classifications throughout the City. Some areas, like the subject <br />parcel of this ordinance, were deemed to have compliant zoning as the City has yet to establish new zoning <br />classifications for its mixed-use areas. In making that decision, the City indicated that applicants in such areas could <br />come forward with Planned Residential or Planned Unit developments concurrent with rezoning to fulfill the Comp <br />Plan goals. This application follows that direction. <br />In 2019, the Benedictine Health Center requested and received approval of a PRD to expand their facility. Following <br />those approvals, the Benedictine’s were presented with an opportunity to acquire the parcel subject to this <br />application, and they’ve elected to re-examine their PRD to incorporate this additional land. As a concurrent step <br />with the PRD amendment application also before the City, they are requesting rezoning of this new property to <br />accommodate their use. <br />ORDINANCE 873 OVERVIEW <br />Ordinance 873 would rezone a single parcel at 2722 I-694 Service Drive from B-1 to R-3B. This parcel would then <br />be added to the adjacent Benedictine Health Center land as part of an amended 2020 PRD application. The <br />additional land would allow the Benendicting Health Center to better accommodate the new units proposed in 2019 <br />while addressing neighborhood concerns that arose during review of that plan. <br /> Comprehensive Plan Guidance. The land identified for rezoning by Ordinance 873 is guided for “Mixed Use <br />Regional Node” by the new 2040 Comprehensive Plan. This newly guided land use will require zoning that <br />accommodates a mix of uses including high density residential at a density between 12 and 50 units per acre. <br />The applicants propose to move forward with a PRD at roughly 30 units per acre which would be compliant with <br />the comp plan. <br /> Approval Effect: The applicant’s revised PRD application can be considered for approval. <br />
