<br /> <br />REQUEST FOR COMMISSION CONSIDERATION <br /> <br />ITEM DESCRIPTION: Consider Ordinance 874: An ordinance to establish temporary use regulations <br />in the City of New Brighton <br />DEPARTMENT HEAD’S APPROVAL: <br />CITY MANAGER’S APPROVAL: <br />No comments to supplement this report ___ Comments attached ___ <br /> <br />15.99 Deadline: n/a <br />Recommendation: Approval of Ordinance 874 <br />Legislative History: COVID-19 stay-at-home order issued on 3/25/20 <br /> Reopening Initiative issued by the Governor on 5/13/20 <br /> Early May: Initial requests for restaurant outdoor seating areas begin to <br />come in to City Hall <br />Financial Impact: Major for businesses who are looking to the City for support in overcoming <br />the on-going financial impacts of the pandemic. <br />Summary: With at least some businesses likely re-opening in the coming weeks, <br />flexibility will be key to ensuring our local regulations are not a hindrance to <br />the success of those we serve. To that end, staff is proposing the City adopt <br />Ordinance 874 to create temporary use provisions that can be used by the <br />City to quickly and effectively respond to needs resulting from natural <br />disasters or pandemics. <br />The new regulations would allow Council to identify uses that staff could <br />administratively approve as “temporary” uses in a given year. Temporary <br />uses would be restricted to only the specific uses authorized by Council, and <br />would need to adhere to specific conditions identified for each use.
