SUP Review: Big Blue Box & A Tree Service <br />Planning Commission Report; 6-16-20 <br /> <br /> <br />Page 8 <br />Parking & <br />Traffic: <br /> Because this is a fairly unique combination of uses, code is not entirely clear as to <br />what specific standard should be used to determine a minimum number of parking <br />stalls. Neither use involves customers coming to the site, so concerns about a lack of <br />parking are nil. <br /> Looking at office and warehouse space within the existing building, it appears there <br />is plenty of parking on the site. <br /> 143 square feet of office space * 90% = 128 / 200 sq ft per parking space = 1 <br />space minimum <br /> ≈4000 sq ft garage/warehouse space / 1000 sq ft per parking space = 4 spaces <br />minimum <br /> As there are far more than five available parking spaces on the site, staff finds that <br />parking is sufficient for the proposed uses. <br /> <br />Sidewalks & <br />Trails: <br /> There are no sidewalks in this area nor are any planned. Given the high-level of <br />industrial uses in this portion of town, we are not recommending promotion of <br />pedestrian or bicycle use unless located on off-road trails. <br /> <br />Development <br />Phasing: <br /> The change over in uses will occur in a single phase if this special use permit is <br />approved. <br /> <br />Nonconforming <br />Use Permit: <br /> A nonconforming use permit was previously issued to this site in 2006. As no <br />changes have occurred since that time, existing nonconformities were not re- <br />examined. <br /> <br />Public <br />Comment: <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> The owner of 750 1st Street SW relayed the following concerns about the proposed <br />development: <br /> Over the years, the vehicles emanating from 761 1st Street have made a habit of <br />utilizing the driveway at 750 1st Street for their own purposes (either to pull in <br />and back out, or to fully go around the loop driveway). If anything were approved <br />involving trucking or container storage at 761 1st Street, they would like to see a <br />condition that vehicles from this site cannot utilize the private property across the <br />street for any reason.
