<br /> <br />Page 2 of 8 <br /> <br />V. Report from City Council Liaison <br />Councilmember Jacobsen provided the Commission with an update from the City Council. He <br />discussed how the City continues to work through the COVID-19 crisis. He commended City staff for <br />delivering services through this challenging time. He reported the Council passed a proclamation <br />recognizing Pat Tuma for her 35 years of service to the City of New Brighton. He described the small <br />business and housing assistance grant programs that were created from CARES Act funding. He <br />explained the Council approved the Parks Comprehensive Plan and recommended staff forward this <br />document to the Met Council. He stated the Council adopted Ordinance 877 which would create an <br />interim use process in New Brighton. He thanked all residents who participated in the virtual National <br />Night Out events and for donating 1,000 pounds of food and $2,600 to the Ralph Reeder Food Shelf. <br />VI. Public Hearing <br />1) Special Use Permit: Request from Paul and Sara Aplikowski at 1546 16th Terrace NW to <br />construct a storage and workshop accessory structure which will result in the overall square <br />footage of accessory buildings on the site exceeding 624 square feet – PID #20-30-23-22-0025. <br />Assistant Director of Community Assets and Development Gozola reported Paul & Sara Aplikowski <br />are seeking to construct an 840 square foot storage and workshop building in their backyard at 1546 <br />16th Terrace NW. Any accessory structure over 624 square feet requires review under the special use <br />permit criteria of code. Staff provided further comment on the request and recommended approval <br />of the Special Use Permit, based on the findings of fact and subject to the following conditions: <br />1. The Special Use Permit shall authorize the location and size of accessory structure as shown <br />on the Certificate of Survey for 1546 16th Terrace NW dated October 5, 2020; any <br />significant changes to the location or size of the building shall require an amendment to this <br />permit. <br />2. Roof and exterior color and material(s) must be consistent and complimentary with the <br />principal structure. <br />3. No commercial or home occupation activity shall be conducted within the detached garage. <br />4. Tree removal shall be limited to the 4 – 5 trees in the immediate vicinity of the proposed <br />structure (10” pine, 10” pine, 8” pine, 8” maple, and 8” ash). <br />5. Shed condition options (based on commission direction): <br />a. Walls of the existing shed shall be removed to create an outdoor covered storage area <br />OR <br />b. The existing shed in the NW corner of the property shall be removed. <br />6. Failure to adhere to conditions of approval shall be grounds for revocation of the special use <br />permit by the City Council. <br />
