<br /> <br />Page 3 of 8 <br /> <br />Commissioner Nelsen stated he understood there would be no paved surface to the proposed <br />structure. He asked if City Code uses work room, storage room and garage interchangeably. <br />Assistant Director of Community Assets and Development Gozola reported the structure would have <br />no paved surface to it. He indicated the applicants would be using the garage as a storage/work <br />room. <br />Chair Nichols-Matkaiti opened the Public Hearing at 6:51 p.m. <br />Assistant Director of Community Assets and Development Gozola explained staff received two emails <br />for this planning case. He read these emails in full for the record. The first email was from the <br />property owners at 1687 Long Lake Road noting they opposed the proposed two story accessory <br />structure because it would obstruct their view of the lake and lower their property value. <br />Commissioner Biedenfeld asked if the proposed structure was similar to the request that was made <br />several years ago on Pike Lake, except the view concern was even less with this case. Assistant <br />Director of Community Assets and Development Gozola explained this was the case. He reported the <br />previous request had a much bigger impediment of views on the lake. He indicated the City does not <br />protect lake views. <br />Paul Aplikowski, 1546 16th Terrace NW, explained he was looking forward to having additional <br />storage space on his property. He stated he has done his best to comply with all City ordinances. He <br />commented the proposed garage location would provide the least impact on neighbor’s views. He <br />noted he spoke to the Schulz family prior to this meeting. <br />Joyce Danger, neighbors to Paul and Sarah Aplikowski, explained they have a small cottage style <br />building adjacent to the lake. She reported her view from this building would now be of the proposed <br />garage. She noted the Aplikowski’s already have a boathouse on their property. She encouraged the <br />garage be screened with landscaping to improve the view. <br />Steve Danger neighbor to Paul Aplikowski, discussed how his property abuts the Aplikowski property. <br />He understood that the City does not restrict buildings or the view of the lake, but this request went <br />beyond this. He commented on how his view would now be obstructed by the proposed garage. He <br />recommended the architecture of the garage be reconsidered to be made more cottage like versus <br />the proposed two-story structure. <br />Ms. Danger explained they were considering selling their home and moving south and she feared <br />how the proposed garage would impact her property value and the future sale of her home. She <br />reviewed several photos of the views from her deck and commented on how the garage would now <br />be the view. <br />Commissioner Allen questioned what would happen if the proposed garage were moved to the <br />south. Assistant Director of Community Assets and Development Gozola stated no matter where the <br />garage was placed the garage would impact views. Mr. Aplikowski explained he considered all of his <br />neighbors and explained the proposed location would be the least intrusive. He believed that <br />moving the garage to the south would be more intrusive. He reported the garage would be built to <br />match his house.
