2 <br />I. INCIDENT RESPONSE INFORMATION <br /> <br />On November 1, officers responded to a medical where the victim had fainted in the <br />parking lot of the Pizza Factory. Allina paramedics evaluated the patient for possible low <br />blood sugar but found that their breath alcohol concentration was .228. The victim <br />declined transport to the hospital and called a friend to care for them. Officers followed- <br />up with the bar manager to verify the amount of alcohol served to the victim. <br /> <br />On November 2, during a bi-annual tobacco compliance check, the clerk at the Minnoco <br />station at 574 Old Highway 8 NW, sold two grape-flavored sweet tobacco cigars to an <br />underage person. A routine check also showed that the clerk had an active felony warrant <br />for escape from custody. She was arrested and booked at the Ramsey County Jail. <br /> <br />On November 3, a New Brighton resident who had previously been trespassed from the <br />SuperAmerica returned and when the clerk refused to sell him cigarettes, he became <br />belligerent and tried to tried to reach across the counter before throwing items and <br />leaving the scene. He also flashed a weapon on his waistband that was later found to be a <br />knife that officers seized. Officers located him at his home and cited him for disorderly <br />conduct. <br /> <br />On November 3, New Brighton squads responded to a 5 month old in cardiac arrest <br />where the father was performing CPR. Squads and medics continued lifesaving efforts <br />which continued to the hospital. The infant was placed on machines to keep the child <br />alive until a transplant could be performed. The infant has as history of heart failure. <br /> <br />Around 3:30 am on November 4, Public Safety responded to the parking lot of Pike Lake <br />Plaza Apartments on a car fire. Officers found the unoccupied car to be a reported stolen <br />from Anoka County. The flames were extinguished by firefighters. <br /> <br />Around 4 am on November 5, officers were dispatched to check the welfare of a 41 year <br />old male resident of Main Street Village who had not been in communication with his <br />parents for the past week. The subject merely did not want to talk with his parents. He <br />had an active gross misdemeanor warrant for his arrest stemming from a DWI incident. <br />He was arrested and booked at the Ramsey County Jail. <br /> <br />On November 5, squads were dispatched on an intoxicated party walking in traffic. Upon <br />arrival, squads found the party passed out in the rain under a pine tree near the Dollar <br />Store. The 36 year old was taken home where he lives with his mom and dad. <br /> <br />On Monday, November 5 around 12:45 pm, officers responded to an address in the 2500 <br />block of 17th Avenue NW on report of a 71 year old male suffering a heart attack. <br />Lifesaving measures were initiated by officers and paramedics but after 45 minutes of <br />CPR, the victim was declared deceased. The Ramsey County Medical Examiner released <br />the body to the funeral home. <br /> <br />On November 8, squads were dispatched on a domestic. Upon their arrival, they learned <br />the domestic was verbal only. The boyfriend was advised to leave and refused a ride <br />from the police. He decided to drive away on his own even though his driver license was <br />cancelled. The male party was arrested for driving with a cancelled license.
