December 10, 2019 Page 5 of 9 <br />recommended budget and tax levy would get the City running in a more efficient and advantageous manner. <br />With all that being said, she believed the proposed budget was the best option for the City. <br />Mayor Johnson commented on the actual dollars New Brighton would be taking to the bank. She discussed <br />the revenues collected per capita for New Brighton compared to neighboring cities. She indicated New <br />Brighton was on the low end for its proposed levy while still providing award wining services for its residents. <br />She was of the opinion the City spent its resources thoughtfully. She did not take it lightly the City was <br />increasing the levy by 9%. She stated she was proud of the fact the City was working to achieve debt free <br />streets by 2025. She commented further on the great decisions the Council was making to strengthen the City <br />financially. She explained she supported the proposed budget and taxy levy because it was good for New <br />Brighton. <br />Councilmember Jacobsen noted $125,000 of the budget increase was due to health care increases. This was a <br />massive change for one budget line item. He stated he was proud of the fact LGA had been removed from <br />the budget and was being used to assist the City in achieving debt free streets. He commented the budget <br />does not have any new initiatives planned for 2020 except for the passport office. He explained the Council <br />was making really tough decisions to get the City on a firm financial foundation. He understood the budget <br />was more, but he believed it was a sensible more. <br />Councilmember Allen discussed the ways staff has brought forward ideas to save money or generate more <br />money in the long-term. He indicated this included debt free streets, the license bureau, passport center, the <br />billboards, grant opportunities, solar panels, TIF developments, and renovation of the Eagles Nest. <br />Councilmember Burg commented further on how TIF districts were benefitting the City long-term. <br /> <br />Motion by Councilmember Allen, seconded by Councilmember Burg to adopt a Resolution <br />approving the Final 2020 Property Tax Levy. <br /> <br />5 Ayes, 0 Nays-Motion Carried <br /> <br />2. Consider Resolution Adopting the Final 2020 Budgets and 2020-2028 CIP. <br /> <br />Acting City Manager Massopust indicated Finance Director Davitt would be presenting this item to the <br />Council. <br />Finance Director Davitt explained the City’s General Operating Fund Budget for 2020 is <br />$18,393,500, which represents an additional investment of $1,510,300 from the adopted 2019 <br />budget, of which is the inclusion of $340,800 from the Brightwood Hills Golf Course, as it no <br />longer is presented as a special revenue fund. The enterprise funds include Water, Sewer, <br />Stormwater, and Street Lighting. The internal service funds include Risk Management, <br />Information Technology, Fleet Replacement, Nonfleet Replacement, and Pavement <br />Management. The total for the City’s enterprise and internal service funds’ 2020 budgets is <br />$14,550,700.
