Truth in Taxation Hearing. <br /> <br />Acting City Manager Massopust indicated Finance Director Davitt would be presenting this item to the <br />Council. <br />Finance Director Davitt shared if video with the Council that was completed by CTV that addressed the <br />importance of information technology for the City of New Brighton. She described the purpose and <br />objectives of the 2020 budget. The proposed 2020-2029 Capital Improvements Plan and Debt Management <br />Plan were reviewed with the Council. She discussed how the City was working to provide debt free streets <br />by 2025. She provided a summary of the 2020 General Fund Budget noting 56% of revenues came from <br />property taxes. She discussed the projected expenditures the City would have in the coming year noting the <br />increases or decreases from 2019 to 2020. It was noted the City Council approved a preliminary 2020 tax <br />levy in September of 2019. The preliminary 2020 tax levy was certified to Ramsey County and used in their <br />calculations for their parcel specific notices mailed to each property owner. She described how property taxes <br />are calculated along with how the median value homeowner would be impacted by the proposed 9.16% levy <br />increase. She reviewed how the New Brighton levy compared to neighboring cities. Staff provided further <br />comment on the proposed budget and tax levy and requested the Council hold a Truth in Taxation Hearing. <br /> <br />Motion by Councilmember Jacobsen, seconded by Councilmember Burg to open the <br />Truth In Taxation Hearing. <br /> <br />5 Ayes, 0 Nays - Motion Carried <br /> <br />family rental housing development (Old Hwy 8 Family Housing Project). 14.
