<br /> <br />REQUEST FOR COUNCIL CONSIDERATION <br /> <br />ITEM DESCRIPTION: CONSIDERATION OF COOPERATIVE AGREEMENT WITH RAMSEY COUNTY AND <br />PROFESSIONAL SERVICES CONTRACT WITH KIMLEY HORN FOR A TRAFFIC SIGNAL AT OLD HIGHWAY 8 AND <br />8TH AVENUE. <br />DEPARTMENT HEAD’S APPROVAL: Craig Schlichting, Director of Community Assets and Development <br /> <br />CITY MANAGER’S APPROVAL: <br />No comments to supplement this report ___ Comments attached ___ <br /> <br />Recommendation: <br />1. Authorize the Mayor and New Brighton Interim City Manager to sign/enter into a Cooperative Agreement <br />with Ramsey County for construction and design of a new traffic signal at Old Highway 8 and 8th Avenue <br />NW. <br />2. Authorize the Director of Community Assets and Development to enter into professional services <br />agreement with Kimley Horn for design services. <br />3. Authorize preparation of plans and specifications for City Project 20‐06 Old Highway 8 and 8th Avenue <br />NW Traffic Signal. <br /> <br />Legislative History: NA <br /> <br />Financial Impact: The City and County will split costs related to design and construction estimated to be $410,700 <br />for each party. <br /> <br />Explanation: During the redevelopment of the Midtown Village development a traffic analysis was performed. <br />Based on current and future traffic demands a signal at Old Highway 8 and 8th Avenue NW is required. Ramsey <br />County is responsible for Old Highway 8 and therefor is responsible for two legs of this intersection and half of <br />the costs. The Cooperative Agreement establishes the County and City share of this project to be split evenly. <br />By designing this signal now, it should be constructed prior to the grand opening of the affordable family <br />apartments in 2021. <br /> <br />Costs and Funding: The project will be funded with Ramsey County funds, TIF and MSA funds where allowed. <br /> <br /> <br /> <br />________________________________________ <br />Craig G.
