Planning Report <br />Preliminary/Final Plat, Variance, SUP <br />Amendment, and Site Plan Amendment <br />Review <br /> <br /> <br /> <br />To: City Council <br />From: Ben Gozola, Assistant Director DCAD <br />Meeting Date: 4-28-20 <br />Applicants: Murlowski Properties Inc. <br />Main Contact(s): Mark Murlowski <br />Location: 2200 Old Highway 8 <br />Zoning: I-1 <br /> <br /> <br />Introductory Information <br />Project: Murlowski Properties Inc. are seeking to clean up the legal descriptions between their <br />properties and the surrounding properties to position the property for future <br />development and/or sale. Through the plat, the existing parcels will be combined into <br />two. Boundaries for the resulting parcels will mimic existing parcel lines. The only <br />visible changes will largely be to the legal descriptions of the land in this area. <br />To facilitate the proposed plat, Murlowski Properties Inc. is also seeking to amend <br />previous approvals for their SUP and Site Plan to allow for a potential future roadway <br />down the chimney of the property out to Old Highway 8. The requested variance is <br />needed to acknowledge the right-of-way frontage for Lot 1 is legally nonconforming <br />and will not be improved as part of the plat thanks to a separate access solution offered <br />by the landowner. <br /> <br />General <br />History: <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> 2010: City grants approval of an SUP for aggregate recycling/crushing subject to <br />adoption of the Environmental Constraint Overlay District <br /> 2013: City approves extension for finalizing the sound mitigation berm on the <br />property given issues with the Xcel Energy easement on the property. <br /> 2014/15: City approves a final amendment to the site’s sound mitigation plan, <br />approves expansion of the site onto adjacent property, and approves a road salt <br />transfer/storage use on the site. <br /> July 2019: City authorizes plan to relocate the 4-acre rubble storage pile. <br />
