Murlowski Industrial Park Preliminary & Final Plat, SUP & Site Plan Amendment, and Variance
City Council Report; 4-28-20

Page 11
Fire/Safety:  Staff has no concerns about fire/safety vehicle access to this site as the large
equipment being used naturally ensures there are ample drive aisles available to
access all corners of the site.

Lighting:  No changes proposed/required to lighting.

Signage  No changes proposed/required to signage.

Parking:  No new parking is proposed (or needed) with the proposed changes.

Sidewalks &
Trails:
 No new sidewalks or trails are proposed (or needed) with the proposed changes.

Project
Phasing:
 As no physical changes are proposed, there is no phasing associated with this
request.

Special Use Permit Review
In General:  All site plan changes within the Environmental Constraint Overlay Area require an
SUP amendment.

SUP Standards
Review:

Issuance of an SUP amendment requires an analysis of the proposed use against the
specific review criteria established in code. Staff has reviewed the City’s criteria for
special use permits, and we offer the following analysis for consideration:

General review Criteria (Section 8-130):
1. That the establishment, maintenance, or operations of the special use will not be
detrimental to or endanger the public health, safety, morals, comfort or general
welfare.
Staff Comment: Establishment of Outlot A for potential future road purposes will
pose no danger to public health or safety. All agencies feel confident a road could
be built to serve Lot 2 if needed in the future, and that is all the applicant is trying
to accomplish at this time. The actual alignment of any future road would be
determined when Lot 2 develops as part of another review process. Criteria met.
