Ordinance to Rezone Land Per the 2040 Comprehensive Plan <br />City Council Review; 5-26-20 <br /> <br /> <br /> <br /> <br />Page 2 <br />ORDINANCE 875 OVERVIEW <br />Ordinance 875 is short and to the point. A new section 29-34 would be added to the Parking Chapter of City Code, <br />and the new language would prohibit on-street parking of a “truck tractor, semitrailer, bus (except for school buses <br />during normal operation of their weekday routes), truck having a licensed gross weight over 12,000 pounds, <br />manufactured home, park trailer, travel trailer, trailer, or motor home, whether attended or unattended, upon the <br />public streets in any zoning district unless in the process of loading or unloading.” <br />The Public Safety Commission (PSC) reviewed an initial draft of this ordinance language which included some <br />exemptions for motor homes and travel trailers, and recommended this simplified version move forward. Per the <br />PSC, the public safety department can continue to use common sense in working with residents on parking matters <br />on a case-by-case basis, and the ordinance should not codify explicit exceptions. <br />PLANNING COMMISSION REVIEW <br />The Planning Commission reviewed Ordinance 875 at their meeting on 5/19/20, and discussed the recommendations <br />of both staff and the Public Safety Commission. The commissioners felt comfortable adopting a straight-forward <br />restriction like the one proposed, and letting the public safety department use their best discretion and policies on <br />how it will be implemented <br />The Planning Commission ultimately recommended approval of Ord 875 by unanimous vote. <br />RECOMMENDATION <br />The Public Safety Commission, the Planning Commission, and Staff are all recommending approval of Ordinance <br />875 based on the following: <br /> The issue of on-street parking of large vehicles comes up continually on a month-to-month basis, and definitely <br />pre-dates the 1.5 year tenure of the current Assistant Director (i.e. this has been a long-standing problem); <br /> The proposed prohibition is not uncommon in urban areas (the language in question is tailored after a current <br />policy in-place in Fridley). <br /> The prohibition will enhance the character within some of our industrial areas which have become over-run at <br />times with on-street parking of large vehicles. <br /> While representing a much smaller percentage of our calls, similar issues in residential areas will simultaneously <br />be addressed. <br /> Allows us to maintain on-street parking for vehicles while addressing the main concern. <br /> <br />
