Consideration of Resolution Adopting the Proposed Tax Levy for Taxes <br />Payable 2020 and Setting the Meeting Dates for the 2020 Budget Discussion <br />with Public Comment and the Determination of the Final 2020 Tax Levies. <br /> <br />Motion by Councilmember Dunsworth, seconded by Councilmember Allen to adopt Ordinance 875, <br />an Ordinance adopting a prohibition of on-street parking of large vehicles. <br /> <br />City Manager Massopust indicated Assistant Director of Community Assets and Development Gozola would <br />be presenting this item to the Council. <br />Assistant Director of Community Assets and Development Gozola stated Rights-of-way are intended for <br />many purposes including but not limited to transportation needs (i.e. roads, sidewalks, & <br />trails), utilities, snow storage, boulevard plantings, etc. Right-of-ways are not meant to be <br />utilized as overflow parking for large vehicle operators, but this has unfortunately become a <br />problem in recent years. Rather than signing all problem areas as “no parking,” adopting a <br />prohibition on large vehicle parking will address the issue city-wide. The proposed prohibition <br />is not uncommon in urban areas like New Brighton, and will enhance the character within <br />some of our industrial areas which have become over-run at times with on-street parking of <br />large vehicles. <br />Councilmember Allen requested staff discuss how this Ordinance would impact <br />owner/operators of semi-trucks. Assistant Director of Community Assets and Development Gozola <br />explained this Ordinance would allow the City to reach out to local businesses in order to inform them they <br />cannot expand their business out into the public right-of-way. <br />Councilmember Jacobsen questioned how many complaint the City received regarding this matter. Assistant <br />Director of Community Assets and Development Gozola stated he was uncertain of the number, but <br />explained this was the top complaint for the industrial parks in the City. <br /> <br />A roll call vote was taken. 5 Ayes, 0 Nays-Motion Carried <br /> <br />Commission Liaison Reports, Announcements and Updates <br /> <br />Devin Massopust <br />City Manager Massopust reported the Silver Lake Road closure began today and would run <br />through the end of June. He explained the City was assessing internally when City Hall would <br />be able to more fully open. He stated he was proud of the efficient manner in which the City <br />has been able to operate during the pandemic. He noted the license bureau was open by <br />appointment. He indicated the golf course was also open, along with all City parks. He <br />encouraged residents to remain socially distanced while visiting City parks. <br /> <br />Graeme Allen <br />Councilmember Allen thanked the City Council and staff for working through the pandemic <br />without turning it into a political matter.
