2 <br />I. INCIDENT RESPONSE INFORMATION <br /> <br />On New Year’s Day, Officer Aaron Slack responded as a negotiator with the Ramsey <br />County Special Weapons and Tactics (SWAT) Team to an active shooter incident at a <br />residence in White Bear Township around 4 pm. The suspect shot his brother as other <br />family members fled from the house. Following attempts to establish contact with the <br />suspect, SWAT entered the residence and found the suspect dead of an apparent self- <br />inflicted gunshot wound. <br /> <br />An ambulance crew that responded with Officer Brad Krebsbach to a New Year’s Day <br />medical involving an elderly male who had fainted while shoveling, emailed Public <br />Safety photographic evidence of Officer Krebsbach finishing the snow removal job for <br />the resident while the paramedics attended to the victim. <br /> <br />January 2nd was a busy day for firefighters with a total of six calls for service throughout <br />the day, including fire suppression sprinkler activations at both a manufacturing facility <br />and an apartment building, a couple cooking fires in apartments, and a radiator water leak <br />in an apartment building, . For comparison, the department had 294 total fire calls in <br />2018, averaging less than one per day. <br /> <br />Shortly after midnight on January 2, a carload of non-New Brighton residents stopped on <br />Silver Lake Road at Inca Lane and one of the occupants began assaulting three other <br />passengers, using what was described as a metal baton. One victim sought assistance <br />from the homeowner at that intersection who then called police. Two victims were <br />transported to HCMC with head lacerations. Officers located the suspect vehicle nearby <br />and took three persons into custody. A “Wonder Bar” pry bar was recovered from the <br />vehicle. One suspect was booked at the Ramsey County Jail for 2nd Degree Assault <br />(dangerous weapon & substantial bodily harm). <br /> <br />On January 3, a vehicle that had previously fled from Blaine Police nearly struck Officer <br />Thai Xiong as he was driving on County Road H near the Mermaid. He attempted to stop <br />the vehicle as well but the driver fled. New Brighton officers eventually discontinued <br />their pursuit of the suspect. <br /> <br />On January 3, Officer Kostohryz assisted RVPD with a blood draw regarding a fatal <br />accident in which two pedestrians were pronounced deceased on scene. <br /> <br />On January 4, around 3 pm, New Brighton firefighters assisted with an apartment fire in <br />Shoreview on Owasso Street. The Lake Johanna Fire Department requested the response <br />of a New Brighton ladder truck and crew to the incident. <br /> <br />Shortly before noon on January 6, squads responded to a vehicle rollover on southbound <br />I-35W at the bottom of the exit ramp to County Road E2. The deceased driver was a 34 <br />year old New Brighton resident. According to the State Patrol’s investigation, the 2014 <br />Ford Focus was traveling at a high rate of speed eastbound on 6th Street NW when it <br />came to an "L" intersection at 1st Avenue NW. The vehicle went through the freeway <br />fence and rolled down embankment several times, coming to a rest on the freeway ramp <br />of 35W and E2. It appears alcohol was involved. <br />
