The party had fallen and hit his
head and had urinated on himself. A PBT was administered which gave a reading that
the party was over .40. Due to his level of intoxication, and inability to care for himself,
he was transported to the hospital by Allina.

On January 27, Officers responded to the area of Silver Lake Road and I-694 on a report
of an intoxicated male stumbling around the area on foot and found a 35-year-old male
making snow angels. He was given a courtesy ride home to his apartment on 7th Street
NW.

Around 10:30 pm on Sunday, January 27, officers responded to Garden View Apartments
on report of two persons, a 23-year-old male and an 18-year-old female, who were found
unresponsive inside a vehicle that was running in a garage at the property. Officers
forced entry to the garage to extricate the victims and shut off the car. The male suffered
cardiac arrest as a result of the carbon monoxide exposure. Lifesaving measures were
initiated and he was transported to HCMC but unfortunately he died. The female was
unconscious but breathing. Based on preliminary investigation, the incident appears
unintentional as the victims had reportedly fallen asleep inside their car.

Around noon on January 29, Public Safety responded to an 11-year-old juvenile whose
tongue was frozen to a metal pole in Hansen Park. A couple pedestrians had found the
youth alone and in need of assistance. The juvenile was brought home and placed in care of their
parents.

On January 30 at 1:15 am, when the temperature was -29 degrees, Public Safety
responded to a fire alarm at H Brooks & Company and found a refrigerant leak in a
mechanical room that created an oxygen deficient & limited visibility environment. The
North Suburban Hazardous Materials team was summoned with responders from Saint
Anthony, Lake Johanna, and Vadnais Heights assisting. Crews were able to safely enter
the facility and stop the leak. Thankfully, they were able to use unaffected parts of the
building to stage responders inside and keep them warm from the extremely cold
temperature outdoors. Nobody was injured during the incident but the refrigerant loss
and associated clean-up are likely to be a significant cost.

On January 30, Sgt. Nelson responded to the 800 block of 8th Avenue NW on an elderly
female who reported that she was “freezing” inside her residence. Sgt. Terry Nelson
found that the thermostat was in the “off” position. He assured that the furnace was
working properly to heat the residence before leaving.

On January 31, New Brighton officers responded to a call from a female who reported
she had just been robbed at knife point. Upon arrival, squads were not able to locate the
caller and the call back number came back to a disconnected line.
