2 <br />I. INCIDENT RESPONSE INFORMATION <br /> <br />On March 1, Officers Griffin, Sonterre, and Pyka attempted to arrest a wanted felon from <br />a residence in the Oak Grove Mobile Home Park. Sergeant Singer observed a male <br />matching the suspect description run from the rear door of the house. Sergeant Singer <br />yelled at the male to stop and pointed his Taser at the suspect who complied with the <br />verbal commands and was arrested by the other officers. The suspect was booked at the <br />Ramsey County Jail on the outstanding warrant. <br /> <br />On March 1, Officers responded to Cowboy Jack’s around 2:30 pm on an intoxicated <br />patron who refused to leave after falling off his bar stool twice. The establishment had <br />only served him one drink. The male refused to take a preliminary breath test and <br />complained of a bad knee. Allina paramedics transported him to Unity Hospital for <br />evaluation. <br /> <br />Shortly after 9 pm on March 1, a male who had stayed in the bathroom past closing time <br />of the Dollar Store at 2120 Silver Lake Road, emerged threatening the employees with a <br />handgun and telling them to give him the money. He left out the rear entrance and got <br />into a vehicle parked on the east side of Meadow Wood Shores Apartments. A search for <br />the suspect and vehicle was unsuccessful. Video surveillance was obtained. Nobody was <br />injured and the dollar loss is unknown. <br /> <br />On March 2 shortly after 6 am, New Brighton officers assisted Troopers from the <br />Minnesota State Patrol and Deputies from the Ramsey County Sheriff’s Office with a <br />rollover crash involving personal injury on I-35W @ County Road 10. <br /> <br />On March 2, a resident of Innsbruck Villa Apartments returned home to her unit shortly <br />after 10 pm and found the unit filled with smoke and odor from an item that had fallen on <br />the heating/drying element inside the dishwasher. Firefighters ventilated the apartment. <br /> <br />On March 3 around 10:45 am, Public Safety responded to Garden View Apartments on <br />report of the fire alarms sounding in a building and smoke in the hallway. Crews located <br />burned food in a unit and ventilated the structure before resetting the alarm system. <br /> <br />On March 3, squads responded on a verbal domestic involving and male and female. <br />Upon arrival, they located an extremely intoxicated male party. A preliminary breath test <br />revealed a BAC of over .40. He was too intoxicated for detox to take him so they placed <br />him at United Hospital. <br /> <br />On March 4 around 7 am, the Fridley Fire Department requested a crew of firefighters at <br />the scene of a residential structure fire in their city, in the neighborhood south of I-694 <br />and west of University Avenue. Firefighters from Saint Anthony, Columbia Heights, and <br />Spring Lake Park-Blaine-Mounds View also were requested to assist. <br /> <br />Around 1:30 am on March 5, Officer Kostohryz stopped a vehicle with frost covered <br />windows obstructing the view of the driver and a loud exhaust. The driver was found to <br />be revoked and had no insurance on vehicle. The passenger was found to be in <br />possession of heroin and arrested. Upon booking, the passenger initially provided a false <br />name and later was found to have multiple Felony and Gross Misdemeanor warrants for
