9 <br />test and claimed to be having an anxiety attack. Allina paramedics attempted to evaluate <br />her but she became combative, attempting to bite, kick, and scratch officers, and had to <br />be restrained. She was then transported to Regions Hospital but paramedics had to stop <br />on the way as she squirmed out of the restraints and tried to bite one of them so they <br />sedated her. A search warrant was obtained but the suspect refused to allow a blood <br />sample to be drawn. She was booked for Gross Misdemeanor DWI test Refusal and <br />Gross Misdemeanor Obstruction. <br /> <br />On April 18 around 11 pm, Officer Sonterre observed a vehicle make multiple lane <br />violations. The driver admitted to drinking three beers in the last hour. A squad working <br />a DWI detail took over the stop. The driver failed field sobriety tests. The driver agreed <br />to take a breath test which revealed a BAC of .15. The driver was arrested for 4th degree <br />DWI and transported to the jail for booking. <br /> <br />On Friday, April 19 around 9:30 pm, Officer Kostohyrz stopped a vehicle on Silver Lake <br />Road @ 7th Street NW for failure to maintain lane. He noted a strong smell of alcohol <br />coming from the vehicle and the driver displayed signs of impairment. The driver failed <br />field sobriety tests and was arrested for DWI. His breath alcohol concentration measured <br />.21, more than 2.5 times the legal limit. He was booked at the Ramsey County Jail for <br />3rd Degree DWI. <br /> <br />Around 2:40 am on Saturday, April 20, Officer Kostohryz stopped a vehicle for speeding <br />on I-35W @ County Road E-2. The driver displayed signs of impairment and admitted <br />to alcohol use. He failed field sobriety tests and was arrested for DWI, providing an <br />evidentiary breath test of .10. The driver was booked at the Ramsey County Jail for 4th <br />Degree DWI. <br /> <br />On Saturday April 27, squads received a call of a male sleeping in a vehicle that was <br />stopped in the middle of the road. Squads located a 17 year old driver who was sleeping <br />in his vehicle with his foot on the break and the vehicle in drive. Routine checks showed <br />he had a canceled MNDL. He appeared to be under the influence of a narcotics and <br />failed field sobriety tests. He was arrested for DWI. A search warrant obtained and a <br />urine test received. He was then transported home to be charged when the results come <br />back from the BCA. <br /> <br /> <br />IV. CRIMINAL INVESTIGATIVE SECTION (CIS), SCHOOL <br />RESOURCE OFFICER (SRO) and VIOLENT CRIME ENFORCEMENT <br />TEAM (VCET) ACTIVITY <br /> <br />This section contains information regarding the Criminal Investigative Section <br />(Detectives) and our School Resource Officers (Irondale, Highview, the Elementary <br />Schools/ Area Learning Center) and the member of the Ramsey County Violent Crime <br />Enforcement Team (VCET). This includes summary data of investigations and <br />clearances by the Criminal Investigative Section. <br />
