8

Since the Final Four was in town, squads were asked to concentrate on the highways and
roads surrounding all of the “sold out” hotels in Roseville. Despite having some rain
showers roll in (during the “prime hours” for DWI enforcement), they still had a
productive evening.

A St. Paul Officer completed a “hat trick” (his 4th since October) by making three DWI
arrests during this event.

• The first stop occurred when the officer witnessed a vehicle make a wide turn on a local
street. The driver claimed to be sober. This, apparently, was not the only false statement
made by the driver…who was arrested for 3rd degree (GM) DWI-Drugs, GM False Info
to Police, and a GM Domestic Violence warrant.

• The driver, from the second stop, initially stated that they had only consumed “two
beers” but (in the middle of roadside testing) changed the answer to, “A lot more than 2
beers.” They were arrested for 1st degree (F) DWI-test refusal, DAC-IPS (Driving After
Cancellation – Inimical to Public Safety) and 2 active warrants (2nd Degree DWI and
2nd Degree Assault).

• The “hat trick” stop was for failing to signal a lane change. The 19 year old driver was
arrested for 4th degree (M) DWI and a “Not A Drop” violation (.11 BAC).

A Ramsey County Deputy made two DWI arrests, 4th degree (.12 BAC) and 2nd Degree
(.19 BAC), on individuals who both swore that they had only consumed “three beers”
during the entire evening. The actual size of the reported beers remains unknown.

A driver pulled into the parking lot of Cowboy Jack’s around midnight on Sunday, April
7th and struck another parked car. The suspect driver was found to be impaired and
failed field sobriety tests. He was arrested for DWI and provided a breath sample which
revealed a BAC of .19. He was booked at the Ramsey County Jail for 3rd Degree DWI.

On April 8 around 11:15 pm, Officer Amberg stopped a vehicle for speed and other
moving violations. The driver had odor of alcoholic beverages, slurred speech, bloodshot
watery eyes, and poor coordination. The driver stated he had "one tall beer." He failed
field sobriety tests and was placed under arrest. The driver agreed to take a breath test
which revealed a BAC of .13. He was booked for 4th degree DWI.

On Sunday April 14 at approximately 2 am, Officer Amberg observed a vehicle
struggling to parallel park. After traveling past the vehicle, Officer Amberg observed it
hit a parked car. The driver had poor coordination. The driver had an odor of alcoholic
beverages, slurred speech, bloodshot watery eyes. The driver stated she had "two beers."
She failed field sobriety tests. She agreed to take a breath test which revealed a BAC of
.10. She was booked for 4th Degree DWI.

Around 3:45 pm on Wednesday, April 17, a resident in the 1300 block of Pike Lake
Drive reported a female was stumbling around a vehicle with a flat tire parked on the
roadway. She failed field sobriety tests and provided a preliminary breath test measuring
.21. After her arrest, she was transported to the Public Safety Center for an evidentiary
