7 <br />This section contains summary data of the use of force used by our police officers. A <br />Police Use of Force Report is completed by officers each time force or restraint is used in <br />the performance of their duties. This does not include the use of handcuffs during an <br />arrest or detention situation. TRAFFIC SAFETY <br /> <br />The following information contains summaries of significant traffic safety and traffic <br />enforcement incidents during the month. <br /> <br />While conducting stationary laser speed enforcement under Long Lake Road, Officer <br />Kostohryz cited a driver on Thursday, April 25 around 1:30 am, for driving 104 mph in a <br />posted 60 zone on I-694. <br /> <br />Shortly before 2 am on Tuesday, April 2, Officer Kostohryz stopped a vehicle for <br />speeding on Silver Lake Road at Rice Creek Road. The driver displayed signs of <br />impairment and admitted to alcohol use but refused to perform field sobriety tests. The <br />driver was arrested for DWI and refused evidentiary testing. He was booked at the <br />Ramsey County Jail for 3rd Degree DWI Test Refusal. <br /> <br />On Wednesday, April 3 around 1 am, Officer Kostohryz stopped a vehicle for failure to <br />maintain lane. The driver displayed signs of impairment and the smell of alcohol was <br />coming from vehicle. The driver consented to field sobriety tests and showed multiple <br />clues of impairment. He was arrested for DWI and provided an evidentiary breath test <br />measuring .17. He was booked at the Ramsey County Jail for 2nd Degree DWI due to a <br />prior alcohol-related driving conviction. <br /> <br />The Roseville Police Department hosted the “Final Four” TZD Hi-Viz DWI Saturation <br />on Friday, April 5, 2019 from 7 p.m. to 3 a.m. Thirteen over-time funded and six <br />volunteer reserve officers produced the following: <br /> <br />• 152 traffic stops <br />• 8 people taken to jail <br />• 7 DWI arrests <br />• 10 drivers cited for DAR/DAS <br />• 13 vehicles towed
