7 <br />III. TRAFFIC SAFETY <br /> <br />The following information contains summaries of significant traffic safety and traffic <br />enforcement incidents during the month. <br /> <br />The Saint Paul Police Department hosted the “Cinco de Mayo” TZD Hi-Viz DWI <br />Saturation on Saturday, May 4, 2019 from 2 pm to Midnight. Nine over-time funded and <br />two volunteer reserve officers produced the following: <br /> <br />• 121 traffic stops <br />• 9 people taken to jail <br />• 6 DWI arrests <br />• 20 drivers cited for DAR/DAS <br />• 6 vehicles towed <br /> <br />Squads were asked to concentrate their efforts on the downtown area of Saint Paul to <br />address the increased traffic coming from the official Saint Paul “Cinco de Mayo” <br />celebration. It was a busy day. In addition to the DWI arrests, and other citations, it <br />should be noted that 1 out of every 6 vehicles stopped was being operated by a person <br />who had a Revoked, Suspended, or Canceled License. Now, onto the notables: <br /> <br />Saint Paul Officers provided the lion’s share of the statistics with 4 DWI arrests and 6 <br />DAR, DAS, DAC citations. One Saint Paul Officer led the way with a DWI arrest <br />(narcotics based) and 4 DAR, DAS, DAC citations. <br /> <br />A White Bear Lake Officer not only made two arrests during this detail (warrants and <br />narcotics based) but also found 6 DAR, DAS, DAC drivers during the shift. <br /> <br />A Ramsey County Deputy made two DWI arrests during this event…both of them were a <br />little out of the ordinary. During the first DWI, the driver decided that getting into a <br />parking ramp was more important that pulling over on the street. Several levels later the <br />driver decided to stop waving to the Deputy (who had lights and siren activated since the <br />street) and pulled the vehicle into a parking spot. The driver was arrested for DWI and <br />registered a .13 BrAC on the DMT. The second DWI (which was discovered by a Deputy <br />not working the detail) was the subject of a KOPS alert out of Washington County. The <br />individual earned that distinction by almost striking several people, and running over <br />several mailboxes, at the beginning of their (more than 20 mile) journey homeward. The <br />same person was later the subject of a 911 call for running over curbs and almost striking <br />other drivers on a local county road. This call led the deputy to discover the impaired <br />individual in a local parking lot…with a toddler in the back seat of the vehicle. We were <br />all incredibly grateful that an arrest for 2nd degree DWI and Child Endangerment was the <br />only outcome of this incredibly dangerous scenario. <br /> <br />The Saint Paul Police Department hosted the “Fishing Opener” TZD Hi-Viz DWI <br />Saturation on Friday, May 10, 2019 from 7 pm to 3 am. Fourteen over-time funded, one <br />regular-time funded, and four volunteer reserve officers produced the following: <br /> <br />• 152 traffic stops <br />• 16 people taken to jail
