2 <br />I. INCIDENT RESPONSE INFORMATION <br /> <br />On July 4 at 3:10 am, the Fire Division was requested to assist the St. Anthony Fire <br />Department with an apartment fire. New Brighton crews arrived on scene and relieved <br />the interior crews from St. Anthony who had been unable to advance down the hallway <br />which was on fire due to heat and smoke. NBFD crews were able to advance down the <br />hallway, extinguish the fire, and complete the primary search. <br /> <br />On July 6 at 2:27 am, officers were dispatched to Highview Middle School for an alarm. <br />Upon arrival, officers located an unsecured door and observed flashlights in the building. <br />After a perimeter was established, three juvenile suspects fled from the building and were <br />taken into custody after a short foot pursuit. The three juveniles were turned over to their <br />parents with formal charges pending. <br /> <br />On July 6 at 9:00 pm, the fire and police units were dispatched to Health and Rehab of <br />New Brighton for report of flooding in the building. Crews arrived on scene and <br />determined a wash basin could not be shut off and was flooding a wing of the building <br />with patients. Crews created dams utilizing linens from the building to contain the <br />flooding and, after approximately 20 minutes, were able to shut down the water to the <br />building. Father Paul from St. John the Baptist Catholic Church also responded to the <br />scene in the event the patients had to be relocated to St Johns. Thanks to the containment <br />and finding the building shut off, no patients needed to be evacuated. <br /> <br />On July 7 at 6:33 pm, officers responded to the City of Mounds View after a vehicle fled <br />from Mounds View officers and struck another Mounds View officer’s squad head-on. <br />Officers assisted with taking the suspect into custody and providing care to the injured <br />Mounds View officer. No New Brighton officers were involved in the pursuit and the <br />injuries to the Mounds View officer were non-life threatening. <br /> <br />On July 7 at 2:46 am, officers were dispatched to the 2700 block of Mississippi Street for <br />a report of an assault. Upon arrival, officers determined the boyfriend of the victim <br />entered the house through an adjoining residence and assaulted the victim. Officers were <br />able to locate him in the area and he was taken into custody. The victim was evaluated <br />by Allina and the suspect was booked for 1st Degree Burglary. <br /> <br />On July 8 at approximately 5 pm, officers were dispatched to a local nursing home for a <br />report of a cardiac arrest. Officers arrived on scene and administered medical care. <br />Officers utilized the new Elegard “heads up CPR” device which we are currently testing <br />for Allina. Officers were able to regain a pulse and transported the patient to a local <br />hospital for additional care. <br /> <br />On July 10, officers were dispatched to a male sitting on a bridge. Officers made contact <br />with a male who appeared to be planning to jump. Multiple officers spoke with him, for <br />an extended time, in an attempt to negotiate getting him to come back on our side. The <br />male refused to answer questions and appeared as if he was about to jump. Officers <br />walked up to the male as Negotiator Slack kept his attention. The officers grabbed a hold <br />of the male as he let go of the bridge, leaving officers to hold his entire body weight. The <br />officers were able to eventually hoist the male back onto the correct side of the guardrail. <br />
