He requested the Commission discuss the request and hold a public hearing.

Motion by Wagner, seconded by Ghouse to open the Public Hearing. Motion carried 8-0.

Chair Hollimon opened the Public Hearing at 6:35 p.m.

Paul Kampa, 1150 - 6th Street NW, explained he submitted a petition along with 67 of his
neighbors to have stop signs installed along 6th Street NW, at 10th Avenue NW, 11th Avenue
NW, 12th Avenue NW and 13th Avenue NW. He reviewed the proposed locations for the
requested stop signs. He commented on the numerous accidents that have occurred along 6th
Street NW noting the “Yield” signs were not being observed. He also expressed concern
with the speed limit being set at 30 miles per hour and suggested the speed limit be lowered.
He feared that one of these days there would be a traffic accident in his neighborhood. He
requested the Commission consider approving the requested stop signs.

Kessler stated 5th Street was always the main thoroughfare in the past. She understood there
was now a lot of people using 6th Street in order to avoid the light.

Malone asked how it feels driving down the street and if neighbors typically parked in the
street. Mr. Kampa discussed the width of the street and noted his neighbors did park in the
street.

Ghouse questioned how many children were in the neighborhood. Mr. Kampa stated there
were more kids than there has been in years because the neighborhood was beginning to turn
over.

Motion by Ghouse, seconded by Cook to close the Public Hearing. Motion carried 8-0.

Chair Hollimon closed the Public Hearing at 6:56 p.m.

Director Schlichting explained the City did not want to litter the world with signs, but rather
completed studies to ensure the signs were warranted. He reported stop signs establish right
of way. He commented the crash component was a concern that had been reviewed by the
Public Safety Department. He stated his plan for this request would be to study each
intersection along the corridor over the period of a week. He recommended this study be
completed before winter. He provided further comment on the checks and balances that had
to be in place prior to stops signs being installed.
