10 <br /> <br />Officer Kostohyrz stopped a vehicle around 1 am on July 31 for failure to maintain lane. <br />The driver displayed signs of intoxication and admitted to alcohol use. He failed field <br />sobriety tests, was arrested, and provided an evidentiary breath sample measuring .19. <br />The 50-year old West St. Paul resident was booked at the Ramsey County Jail for 3rd <br />Degree DWI. <br /> <br />Officer Austin Sonterre checked an occupied vehicle in the parking lot of the Mirage <br />Banquet Hall around 3 am on July 31 and observed open alcoholic beverage bottles in the <br />vehicle with the driver asleep. When awoken, the driver showed signs of impairment and <br />failed field sobriety tests. He was arrested and consented to a breath test that measure his <br />alcohol concentration as .11. A small amount of suspect cocaine was also found during <br />an inventory search of the vehicle. The 39-year old Minneapolis resident was booked at <br />the Ramsey County Jail for 4th degree DWI and 5th degree possession of controlled <br />substance. <br /> <br />IV. CRIMINAL INVESTIGATIVE SECTION (CIS), SCHOOL <br />RESOURCE OFFICER (SRO) and VIOLENT CRIME ENFORCEMENT <br />TEAM (VCET) ACTIVITY <br /> <br />This section contains information regarding the Criminal Investigative Section <br />(Detectives) and our School Resource Officers (Irondale, Highview, the Elementary <br />Schools/ Area Learning Center) and the member of the Ramsey County Violent Crime <br />Enforcement Team (VCET). This includes summary data of investigations and <br />clearances by the Criminal Investigative Section. <br /> <br /> <br /> <br />Det. DeBoer signed a complaint against a 33-year old Circle Pines man for Receiving <br />Stolen Property. The party was found by New Brighton officers in a stolen vehicle in <br />October of 2018.
