NEW <br />BRIGHTON <br />building tomorrow today <br />REQUEST FOR COUNCIL CONSIDERATION <br />Report Date: 3/5/2021 <br />Council Meeting Date: 3/9/2021 <br />ITEM DESCRIPTION: Commissioner Appointments Discussion <br />DEPARTMENT HEAD'S APPROVAL: <br />CITY MANAGER'S APPROVAL: <br />No comments to supplement this report Comments attached <br />Recommendation: <br />Direct Staff to Create a Resolution Appointing Specific Individuals to Specific Commissions for specific <br />terms. <br />Explanation: <br />The New Brighton City Code requires all commissions to have nine (9) members with the exception of <br />the Planning Commission which has seven (7) members as per Sec. 2-122. <br />Commissioners are appointed by the City Council to serve terms of three years. City Code also permits <br />the City Council to modify the length of a term for any reason at any time. Typically, terms are <br />staggered so that 1/3 of the terms of the members of each commission expire every year. To maintain <br />this balance, individuals appointed to fill a term vacated mid-term will typically be appointed to fill the <br />remainder of the vacated term. <br />City Code also permits a student member of each commission. Students are voting members with full <br />rights of participation as adult members with the exception of the Planning Commission. The student <br />member of the Planning Commission may participate in all discussions but is not a voting member of <br />the Commission. There are currently no student Commission members and the City has not received <br />any applications from students. <br />City Code (Sec. 2-64) requires that the City Council evaluate application materials submitted by each <br />candidate and strive to make appointments that reflect the diversity of the community and consider <br />ensuring a variety of skills, aptitudes and geographic locations throughout the City are represented. At <br />the same time, City Code also requires that commissioners are appointed who have the knowledge, <br />skills and abilities to accomplish their assigned duties and responsibilities. <br />City Code requires each commission to follow and adhere to the commission code of conduct <br />(attached), comply with Open Meeting and Conflict of Interest Laws, and have a good attendance <br />record.
