Consider a Resolution Approving a Planned Unit Development Amendment and <br />Site Plan Authorizing an Expansion of the Existing TUV SUD Facility at 141 <br />14th Street NW. <br />City Manager Massopust indicated Assistant Director of Community Assets and Development Gozola would <br />be presenting this item to the Council. <br />Assistant Director of Community Assets and Development Gozola stated TUV SOD is seeking to place <br />a 20,000 square foot addition onto their existing building at 141 14th Street NW to expand <br />their testing capabilities for the North American market. Most of the site related issues for this <br />property were previously addressed via the 2017 approval authorizing construction of the <br />original facility. Staff estimated 26 new high paying jobs would be created with the proposed <br />expansion. While additional details are still being requested by staff, we do believe the plans <br />submitted are sufficient to secure conditional approval given past plan reviews & approvals. <br />Councilmember Abdulle requested further information about the jobs that would be created. <br />He indicated he was excited that the City was not requiring the parking requirements given the <br />work done by TUV SUD. Assistant Director of Community Assets and Development Gozola described <br />the location where the building and parking lot expansions would occur. He reported the parking numbers for <br />this site have been right on and the City has received zero complaints regarding the parking on this property. <br />Adam Menzi, TUV SUD representative, discussed how working patterns have shifted due to <br />COVID-19. He commented further on the type of biological and chemical testing jobs that <br />would be created through the building expansion. <br />Councilmember Allen thanked TUV SUD for being a great partner and for choosing to expand <br />their business in the City of New Brighton. Mr. Menzi stated New Brighton has been a great <br />community for TUV SUD. He thanked the City for their great support. <br />Mayor Niedfeldt-Thomas stated she too appreciated the partnership the City had with TUV SUD. <br />Motion by Councilmember Axberg, seconded by Councilmember Dunsworth to adopt a <br />Resolution Approving a Planned Unit Development Amendment and Site Plan <br />Authorizing an Expansion of the Existing TUV SUD Facility at 141 14th Street NW based <br />on the findings of fact and conditions for approval. <br />A roll call vote was taken. <br />5 Ayes, 0 Nays -Motion Carried <br />2. Consider a Resolution Approving a Special Use Permit authorizing a new landscaping <br />business with outdoor storage at 175 Old Highway 8 SW. <br />City Manager Massopust indicated Assistant Director of Community Assets and Development Gozola would <br />be presenting this item to the Council. <br />Assistant Director of Community Assets and Development Gozola stated Clearscape Holdings LLC, a <br />company operating On Time Landcare, is seeking to consolidate its various real estate <br />locations throughout the metro into a central company headquarters located at 125/175 Old <br />Highway 8. The new landscaping company would replace the existing landscaping company <br />(D -Rock) on the subject site.
