<br />Councilmember Dunsworth thanked staff for the presentation. She appreciated seeing how other communities <br />were regulating short term rentals. She asked if AirBNB had regulations in place, where complaints are <br />lodged. Schlichting stated he had not researched this but noted he could look into this further. <br /> <br />Councilmember Dunsworth indicated she would like to better understand other enforcement mechanisms for <br />short term rentals. She stated problem properties utilize a lot of valuable City resources, whether they were a <br />rental or not. She believed the City should have regulations in place to address the problems the City was <br />facing. <br /> <br />Mayor Johnson stated when this topic was brought up originally, the Council was concerned about property <br />rights. She commented AirBNB and VRBO had powerful attorneys behind them to ensure this business model <br />remains in place. She explained she was part of an online group of mayors and other communities were <br />addressing this same concern. She discussed how a short term rental property was treated differently than a <br />single family home. She stated she would like to see the City reign this issue in. She wanted to see the City <br />having licenses or permits in place for short term rentals. She commented on how disconcerting it would be to <br />have a short term rental on Long Lake and how this would adversely impact the neighbors. <br /> <br />Councilmember Allen agreed short term rentals should require permits or licenses. He recommended the City <br />focus on further regulating the larger advertised properties because these were the rentals causing issues. He <br />indicated AirBNB was working to crack down on the party houses that get lots of complaints. However, he <br />did not believe it was in the City’s best interest to wait for AirBNB to address this concern. <br /> <br />Councilmember Jacobsen indicated the City did not receive a vast number of complaints, but rather was <br />receiving complaints from one or two properties. He stated he was a big property rights guy and he did not <br />believe it was the City’s place to regulate if a homeowner wanted to rent out their home from time to time. <br />However, he also understood the City had an issue with several rental properties. For this reason, he <br />recommended short term rentals be licensed and that the license be pulled if too many complaints are made. He <br />stated all other rental property in the City was licensed. He commented further on how difficult it would be to <br />differentiate between families renting out their homes to a quiet family use, versus those members of the <br />community that were renting out their homes to renters that were using the homes for parties. <br /> <br />Councilmember Fynewever supported the City licensing short term rentals to some degree. <br /> <br />Mayor Johnson agreed stating New Brighton homeowners should have the right to rent out their home, but she <br />wanted to find a way to ensure homeowners were being good neighbors. <br /> <br />Councilmember Allen stated if an Ordinance were considered, the Council would need to distinguish between <br />a short term rental and an apartment. <br /> <br />Commissioner Fynewever agreed and recommended the City Attorney be brought in to assist staff with this <br />matter. <br /> <br />Mayor Johnson recommended the future Council look at licensing short term rentals in New Brighton. <br /> <br />Mayor and Council Salaries Informational Update <br /> <br />Massopust reviewed Mayor and Council salaries for New Brighton and comparable cities. He explained he <br />could not find the date on the last time the Council received an increase in pay. <br />
