I. INCIDENT RESPONSE INFORMATION <br />The following information contains summaries of significant police and fire related <br />incidents during the month. <br />On January 10th Officer DeDominces responded to Hazelnut Park in Arden Hills to assist <br />with a call of a victim "down on the rink". Officer DeDominces was first on scene and <br />found that CPR was being performed on the 46 year old victim. Officer DeDominces <br />used an automatic external defibrillator on scene and shocked the victim twice. CPR <br />was continued and Allina arrived and a pulse and breathing was regained. The victim <br />was transported to Abbott Northwestern Hospital. CN 15000477. <br />On January 24th at 8:19 pm Officer Amberg was dispatched to Irondale High School on a <br />report of an assault. Officer Amberg spoke to the victim, a 52 year old female, who <br />stated that she had been struck by her ex -boyfriend's vehicle after a verbal argument. <br />She stated that the vehicle that struck her, a 2007 Chrysler 300, was driven by her ex- <br />boyfriend identified as Todd Pavelka, 42 years of age from South St. Paul. Two <br />witnesses also observed the Assault which occurred after a basketball game at Irondale. <br />The victim's daughter was playing in the game. According to the victim, after the game, <br />Mr. Pavelka accelerated quickly and the right back side of the vehicle struck her. The <br />victim declined transport to the hospital via ambulance but was transported by a friend. <br />The suspect was located and arrested by South St. Paul Police and taken into custody for <br />Assault II, a felony. CN 15001140. <br />On January 29th at about 10:37 pm Officer Amberg and Officer Nerison were dispatched <br />to the 2200 block of W Cty Rd E on a suicidal female. Dispatchers advised the <br />responding officers that the female had a handgun and a knife in the residence and that <br />she was attempting to harm herself with those weapons. Officers were then advised <br />while still enroute that the female had been restrained and the handgun was secured. The <br />Officers arrived and found that female, later identified as Halima Abdulkadir, 27 years of <br />age from New Brighton was being held down by a 26 year old male and blood was <br />smeared on the floor. Another male was located in the kitchen that had been cut with a <br />knife by Ms. Abdulkadir. The males stated that Ms. Abdulkadir had been suicidal and <br />had a loaded .380 handgun that had been taken away from her (later found and placed <br />into evidence) as well as the knife. Ms. Abdulkadir was transported to North Memorial <br />Hospital. Potential charges may include Assault in the 2nd degree and Negligent Storage <br />of a Firearm. Sgt. Emerson and Officer Craig also assisted on this incident and <br />investigation. CN 15001380. <br />II. USE OF FORCE BY POLICE OFFICERS <br />It is the policy of the New Brighton Department of Public Safety that officers exert no <br />more force than is reasonably necessary in the discharge of their licensed duty, and that <br />the use of deadly force is consistent with the law, training and our general orders. <br />This section contains summary data of the use of force used by our police officers. A <br />Police Use of Force Report is completed by officers each time force or restraint is used in <br />the performance of their duties. This does not include the use of handcuffs during an <br />OA <br />
