Creek Terrace on a report of a hit and run. Officer Craig spoke to the victim who stated <br />that his 2012 Subaru Impreza had been parked on the street when it was struck by a <br />vehicle that fled westbound on Rice Creek Terrace. Officer Craig located a vehicle <br />nearby that had damage likely caused by a recent collision. The vehicle, a 2000 Toyota <br />Sienna, was parked in the 3200 block of Rice Creek Terrace. Officer Craig made contact <br />with an adult female who stated that her son, a 24 year old male, had been driving the <br />van. Officer DeBoer and Officer Craig were allowed entry to the home and located a <br />male later identified as Michael Scarr, 24 years of age from New Brighton, hiding under <br />the covers of his bed. He smelled strongly of alcohol and was clearly under the <br />influence. Mr. Scarr was eventually placed under arrest. He later breath tested at .17. <br />Due to a prior offense, Mr. Scarr was booked on the enhanced charges of DUI in the 3rd <br />degree, a gross misdemeanor. CN 15002746. <br />Victim's vehicle <br />On February 27th at about 6:56 pm Officer Farmer was on patrol in the area of <br />southbound Silver Lake Rd at Rice Creek Rd when he observed a 2003 Chevy Impala <br />with no rear license plate light. Officer Farmer stopped the vehicle near the entrance to <br />Cub Foods at 2700 Rice Creek Rd and identified the driver as Samba Kamara, 26 years <br />of age from Coon Rapids. Mr. Kamara immediately stated "please officer, I'm on <br />probation" and showed Officer Farmer an electronic ankle monitoring device. Mr. <br />Kamara smelled strongly of alcohol and had slurred speech. The front zipper of his pants <br />was also down. Mr. Kamara stated that he had consumed one drink. Mr. Kamara <br />admitted that he did not have a valid driver's license. A juvenile female (eight years of <br />age) was a passenger in the vehicle. Mr. Kamara failed field sobriety tests and was <br />placed under arrest. Mr. Kamara eventually failed to provide an adequate breath sample <br />and was deemed to have refused the test. Due to Mr. Kamara's previous driving history, <br />the refusal and presence of a child in the vehicle he was booked on DUI in the 2" d degree, <br />a gross misdemeanor and the vehicle was seized.
