I. INCIDENT RESPONSE INFORMATION <br />The following information contains summaries of significant police and fire related <br />incidents during the month. <br />On February 10th at about 7:08 am Officers responded to the parking lot of St. John's <br />Catholic Church at 835 2nd Ave NW on a report of a man sleeping in a vehicle. Officer <br />Krebsbach, Sgt. Nelson and Officer Kingslien arrived and located the vehicle, a 2014 <br />Honda CRV occupied by a male identified as Paul Lee, 50 years of age from St. Paul. <br />The vehicle's engine was running and Mr. Lee was asleep. Mr. Lee was awakened and <br />he appeared to be under the influence with red, watery eyes and slow movements. Mr. <br />Lee was given field sobriety tests which he failed. He was placed under arrest. He also <br />had a canceled driver's license due to a history of DUI arrests. Two baggies of a white <br />crystal like substance suspected to be methamphetamine and two large baggies of <br />suspected marijuana were also located. Mr. Lee was arrested for the DUI and felony <br />Possession of a Controlled Substance. CN 15001921. <br />On February 11th at about 10:07 pm Officer Amberg was northbound on Silver Lake Rd <br />when he observed a 2001 Pontiac Grand Am also northbound at about 16th St NW. The <br />registered owner of the vehicle had a suspended driver's license. The driver fit the <br />description of the registered owner and Officer Amberg initiated a traffic stop in the 1800 <br />block of Silver Lake Rd but the vehicle continued driving for several blocks. The vehicle <br />finally stopped at the Super America station at 2010 Silver Lake Rd. The driver was <br />identified as Nolan Hopkins, 23 years of age from Brooklyn Park (and he was the owner <br />and had a suspended driver's license) and a passenger Ryan Thompson, 24 years of age <br />from Mounds View. Since neither had a valid license, Officer Amberg ordered a tow for <br />the vehicle. During a search of the vehicle, two small baggies of marijuana were found in <br />the glove box and a loaded .38 caliber revolver was found under the driver's seat. Mr. <br />Hopkins did not have a permit to carry and was arrested for the gross misdemeanor <br />violation of carrying a firearm without a permit. Mr. Thompson was found to have a <br />warrant for his arrest out of St. Louis County and he was arrested too. More baggies of <br />marijuana were discovered on Mr. Hopkins and all were confiscated and inventoried into <br />evidence. Both were booked at the Law Enforcement Center.
