On February 26th at 3:52 pm Officer DeDominces, Officer Olson, Officer Hamdorf, <br />Deputy Director Olson, and Officer B.J. DeBoer responded to a report of a male who was <br />unresponsive near 27th Ave NW at Innsbruck Drive. The caller reported that it may be a <br />drug overdose as the male was turning blue and had a needle near him. Officers arrived <br />and found a 23 year old male in the passenger seat of a vehicle. A spoon and needle were <br />found nearby. Officers found that the male was not breathing and had no pulse. They <br />began CPR and attached an AED. A shock was not advised. CPR continued and Allina <br />arrived and continued lifesaving efforts. Medics administered "narcan" to the male who <br />responded favorably regaining a pulse and breathing. The male began to regain <br />consciousness as he was transported to Unity Hospital. This does not include the use of handcuffs during an <br />arrest or detention situation. TRAFFIC SAFETY <br />The following information contains summaries of significant traffic safety and traffic <br />enforcement incidents during the month. <br />On February 1St at 12:22 am Officer Wakasugi was in the area of 1006 W Cty Rd D when <br />he observed a 2004 Nissan Titan driving north through the parking lot without lights. <br />Officer Wakasugi followed the vehicle to 900 W Cty RD D and initiated a traffic stop. <br />The driver was identified as David Chapman, 49 years of age from New Brighton. Mr. <br />Chapman smelled strongly of alcoholic beverages and his eyes were red and watery. <br />His speech was slurred and he admitted that had "quite a bit" to drink. Mr. Chapman <br />failed field sobriety tests and was placed under arrest. A breath test resulted in a .22 <br />result. Due to the high test and one previous DUI conviction, Mr. Chapman was booked <br />
