I. INCIDENT RESPONSE INFORMATION <br />The following information contains summaries of significant police and fire related <br />incidents during the month. <br />On May 2nd at about 11:09 am Officer DeDominces and Officer Nerison responded to the <br />area of 2053 Old Hwy 8 NW on a report of a possibly emotionally disturbed male <br />walking and swinging his arms and yelling. He was not wearing a shirt or shoes. <br />Officers arrived and located the male later identified as Andrew Wahl, 33 years of age, <br />from New Brighton. Mr. Wahl crossed the overpass on Hwy 96 at 35W and upon <br />reaching the east side of the intersection he ran from Officers on foot. He was captured <br />and taken into custody on Todd Drive in Arden Hills. He was later booked on Fleeing <br />Police on Foot, a misdemeanor. CN 15006048. <br />On Sunday night, May 10th, at about 6:25 pm Officer Hyland, Officer Farmer and Officer <br />Riedel were dispatched to 1476 20th Ave NW apt 11 on a report of shots fired. Officers <br />arrived and found that a 23 year old male had suffered one gunshot wound to his torso <br />area. The male victim was transported to Hennepin County Medical Center where he <br />underwent surgery. The gunshot wound/injury is non -life threatening. The male <br />suspect, a 42 year old male from New Brighton, fled the scene and his whereabouts are <br />unknown. The gun used by the suspect was described as a black 9 mm handgun and has <br />not yet been recovered. The suspect may still be in possession of that handgun. <br />Detectives executed search warrants related to this incident. The suspect and victim are <br />known to each other. We do not believe the public is at risk. The St. Anthony Police <br />Department assisted with this call and early investigation. No Officers were injured and <br />Det. Lochen, Det. Sypniewski and Det. DeBoer worked this investigation throughout the <br />night/early morning hours. CN 15006511. <br />On May 13th the NBDPS responded to the 1400 block of 10th Street NW for a report of a <br />person sleeping in a vehicle and un -responsive. Units arrived within 90 seconds and <br />located a male who had no pulse and was not breathing. Officers immediately began <br />lifesaving activities but unfortunately were unable to revive the male. Based upon <br />initial information the death does not appear to be suspicious in nature. Consistent with <br />any death in the County the official cause of death will be determined by the Ramsey <br />County Medical Examiner's Office. CN 15006605. <br />II. USE OF FORCE BY POLICE OFFICERS <br />It is the policy of the New Brighton Department of Public Safety that officers exert no <br />more force than is reasonably necessary in the discharge of their licensed duty, and that <br />the use of deadly force is consistent with the law, training and our general orders. <br />This section contains summary data of the use of force used by our police officers. A <br />Police Use of Force Report is completed by officers each time force or restraint is used in <br />the performance of their duties. This does not include the use of handcuffs during an <br />arrest or detention situation. Each Police Use of Force Report is reviewed by patrol <br />supervisors to ensure compliance with New Brighton's Use of Force Policy. <br />2 <br />
