the vehicle. Mr. Johnson did submit a blood test for Officer Farmer, a phlebotomist. He was booked into the Ramsey County Law Enforcement Center on DUI in the 4th degree. CN 15011872. On August 29th at about 3:51 pm Officer Farmer was on patrol on Old Hwy 8 NW in the 1400 block when he observed a vehicle, a 1994 Mercedes Benz, that was northbound on Old Hwy 8 NW following too close to another vehicle. Officer Farmer also noted that the vehicle had a cracked windshield and he conducted a traffic stop in the Homewood Suites parking lot. The driver was identified as Jessica Shappell, 24 years of age from Mounds View. A passenger was identified as Robert Beyer, 39 years of age from Brooklyn Center, who was not wearing a seat belt. Ms. Shappell's eyes twitched frequently and her pupils were very constricted. She later failed field sobriety tests and it was believed she was driving under the influence of a controlled substance. Her driver's license was "canceled". Mr. Beyer had a "revoked" driver's license. And, insurance was not able to be verified on the vehicle. Officer Farmer also located a small amount of suspected methamphetamine, baggies, glass pipe, digital scale, plastic straw and other items indicative of the use of controlled substances. Both Mr. Beyer and Ms. Shappell were arrested for possession of a controlled substance. Ms. Shappell was also arrested for the DUI and she agreed to submit a blood sample which was drawn by Officer Farmer. CN 15012061. Two back to back Hi -Viz DWI Saturations focused on the roads around the MN State Fairgrounds. St Anthony Police organized the event on Friday, August 28, 2015 from 8 P.M. to 4 A.M. with 13 overtime funded officers and 4 reserve officers that yielded the following: • 162 traffic stops • 19 people arrested & brought to jail • 15 DWI arrests • 19 drivers cited for Driving after Revocation or Suspension • 17 vehicles towed Notes: Maplewood officer cited 8 drivers for Driving After Revocation or Suspension out of the 20 traffic stops conducted. Ramsey deputy stopped a fully marked private security vehicle passing an unmarked squad at 75 mph in a 55 mph zone and discovered the uniformed security guard had only a MN photo ID card with a revoked MN driver's license since 2007.
