I. INCIDENT RESPONSE INFORMATION
The following information contains summaries of significant police and fire related
incidents during the month.
On October 5th during the afternoon a local contractor was digging and struck an
unmarked 2" gas line. Fire Division crews responded to the scene and conducted air
monitoring of the area and adjacent apartment building, worked in partnership with
nearby Pike Lake School, and laid hose lines to protect the apartment building if the
leaking gas caught on fire. DCAD crews also arrived and assisted with shutting off the
water to the area to allow for the repairs to be made. After approximately 2hrs the gas
was shut down and there were no injuries.
On October 24th Officers responded to a report that a 33 year old female had fallen out of
bed and was not breathing and had not pulse. Officers and paramedics arrived and
initiated CPR and delivered two shocks. A pulse and breathing were regained. The
victim awoke suddenly in the ambulance and became combative. It is suspected that the
victim had taken a controlled substance resulting in her near death. 15014756.
II. USE OF FORCE BY POLICE OFFICERS
It is the policy of the New Brighton Department of Public Safety that officers exert no
more force than is reasonably necessary in the discharge of their licensed duty, and that
the use of deadly force is consistent with the law, training and our general orders.
This section contains summary data of the use of force used by our police officers. A
Police Use of Force Report is completed by officers each time force or restraint is used in
the performance of their duties. This does not include the use of handcuffs during an
arrest or detention situation. Each Police Use of Force Report is reviewed by patrol
supervisors to ensure compliance with New Brighton's Use of Force Policy.
2
