TRAFFIC SAFETY <br />The following information contains summaries of significant traffic safety and traffic <br />enforcement incidents during the month. <br />On October 2nd at about 2:43 a.m. Officer Farmer was on patrol and found that the <br />registered owner of a vehicle he was following, a 2007 Chevy Silverado, had a felony <br />warrant for his arrest. Officer Farmer along with the Mounds View Police Dept. initiated <br />a traffic stop on Silver Lake Rd at County Rd I. The owner, Todd Kachman, 52 years of <br />age from Mounds View, was in the vehicle and was taken into custody for the warrant. <br />During a search of the vehicle Officer Farmer located glass pipes commonly used for <br />methamphetamine, a small baggy containing suspect methamphetamine and pills. Mr. <br />Kachman admitted that the methamphetamine and paraphernalia belonged to him. He <br />was arrested for Possession of a Controlled Substance. CN 15013691. <br />On October 3rd at about 3:01 a.m. Officer Riedel was on patrol when she observed a 2006 <br />Chevy Impala eastbound on 1694 near Silver Lake Rd that failed to signal a lane change. <br />The vehicle also crossed over the center lane and onto the fog lines. Officer Riedel <br />initiated a traffic stop and identified the driver as Raul Garzon Miguel, 27 years of age <br />from Shoreview. Mr. Miguel smelled strongly of alcoholic beverages, had slurred speech <br />and red, watery eyes. He admitted to consuming four drinks. Mr. Miguel failed field <br />sobriety tests and was arrested for DUI. He later tested at a .08 alcohol content. Due to <br />a prior conviction in 2014, Miguel was booked on the enhanced charges of DUI in the <br />third degree, a gross misdemeanor. CN 15013748. <br />On October 5th at about 10:50 pm Officer Farmer was on patrol on Silver Lake Rd near <br />County Rd H when he observed a 2005 Jeep turn left onto Silver Lake Rd crossing over <br />the striped center lane boundary. Officer Farmer followed the Jeep and observed other <br />lane infractions. Officer Farmer initiated a traffic stop on 5th St NW west of Silver Lake <br />Rd and identified the driver as Steven Marvin, 43 years of age, from Columbia Heights. <br />Mr. Marvin stated that he had been bowling at the Mermaid. He smelled strongly of <br />alcoholic beverages and his speech was slurred with red, watery eyes. Mr. Marvin failed <br />sobriety tests. Mr. Marvin was arrested and later agreed to a breath test with a result of <br />.18 alcohol content. Due to the high test and driving history, Mr. Marvin was booked on <br />the enhanced charges of DUI in the 2nd degree, a gross misdemeanor. CN 15013875. <br />3 <br />
